SUBJECT: Annual Action Plan

Recommendation: Approval is requested authorizing the filing of the Annual
Action Plan and applications requesting entitlement funding for the Community
Development Block Grant (CDBG), HOME Investment Partnership (HOME), and
Emergency Shelter Grant (ESG) programs.
Background: The Annual Action Plan is a document required by the Department of
Housing and Urban Development (HUD) illustrating to HUD and the citizens of
Columbus, Georgia how our entitlement funds will be expended.
Analysis: A resolution is needed to authorize the filling of the Annual Action
Plan and the applications for federal funds for programs administered by the
Department of Housing and Urban Development.
Financial Considerations: The sources of federal funding and programs are the
Community Development Block Grant (CDBG) $2,068,282, the HOME Investment
Partnership Program (HOME) $1,228,277, and the Emergency Shelter Grant Program
(ESG) $80,057.
Legal Considerations: Council must approve the Application for funding.
Recommendations: Approve a resolution authorizing the filing of the Annual
Action Plan and application requesting entitlement funding for the Community
Development Block Grant (CDBG), HOME Investment Partnership (HOME), and
Emergency Shelter Grant (ESG) programs.

A RESOLUTION AUTHORIZING THE FILING OF THE ANNUAL ACTION PLAN AND APPLICATIONS
REQUESTING ENTITLEMENT FUNDING FOR THE COMMUNITY DEVELOPMENT BLOCK GRANT
(CDBG), HOME INVESTMENT PARTNERSHIP (HOME), AND EMERGENCY SHELTER GRANT (ESG)
PROGRAMS.
WHEREAS, the Consolidated Government of Columbus, Georgia wishes to come into
compliance with Title I of the National Affordable Housing Act of 1990; and,
WHEREAS, the Annual Action Plan Update (Budget) for the Consolidated Government
of Columbus, Georgia has been developed as prescribed by the Federal
Regulations of the Department of Housing and Urban Development; and,
WHEREAS, the Consolidated Government of Columbus, Georgia wishes to apply for
federal funds and programs administered by the Department of Housing and Urban
Development; and,
WHEREAS, the sources of federal funding and programs are the Community
Development Block Grant Program (CDBG) $2,068,282, the HOME Investment
Partnership Program (HOME) $1,228,277 and the Emergency Shelter Grant Program
(ESG) $80,057.
NOW, THEREFORE, THE COUNCIL OF COLUMBUS, GEORGIA, HEREBY RESOLVES AS FOLLOWS:
That the Annual Action Plan (Update) and Applications for Federal Assistance
are hereby approved for filing with the Department of Housing and Urban
Development and further authorizes the City Manager and/or his designee to
execute all contracts, agreements and understandings related to the
Consolidated Strategy and Plan, Annual Action Plan (Update).
Introduced at a regular meeting of the Council of Columbus, Georgia, held the
