MINUTES # 10-05
The Columbus, Georgia, Board of Tax Assessors met Wednesday, March 9, 2005, at
2:00PM with Chairman Lawton Grantham, Assessors Richard Stallings, Ann
Grantham, William Braxton and Pat Hunter present. Also present was Chief
Appraiser Martin J. Land.
Assessor Richard Stallings made a motion to approve Minutes # 09-05, Assessor
William Braxton seconded the motion, motion carried unanimously.
Mrs. Watson had an appointment with the Board of Tax Assessors regarding her
personal property account # 01319501, but did not appear.
Mrs. McCullars representing the Tax Commissioner?s Office appeared regarding
the denial of homestead exemption for property located at 4743 Timarron Loop
(Parcel ID 080 013 015). Mrs. McCullars presented a copy of the application for
homestead exemption indicating that the property owner did not move in until
January 28, 2005; that is the reason why the Tax Commissioner?s Office denied
the exemption for 2005.
Met with Mr. and Mrs. Patel regarding the denial of homestead exemption for
property located at 4743 Timarron Loop (Parcel ID 080 013 015). Mr. Patel said
this process was completely new to him and they had problems at the closing. He
said nobody told him they had to occupy the property on January 1 in order to
receive homestead exemption. Mr. Patel said they let the people who they
purchased the property from, stay in the house until January 21, 2005. The
Board explained that he could reapply next year if he still occupies the
property. The Board denied the homestead exemption for the year 2005.
Met with Mr. Mooneyhan representing Teen Challenge of Florida, Inc., requesting
non-taxability for properties located on Hurst Drive (Parcel ID 182 011 004 and
182 012 020). Mr. Mooneyhan presented a request for non-taxability for Parcel
ID 182 011 004, which is the main facility and for Parcel ID 182 012 020 ,
which is a parking area for the main facility. Mr. Mooneyhan said they are a
religious based organization and they help people 18 years and older with life
controlling problems. He said people with addiction problems are sent to an
outside facility for rehab. He said anyone admitted to the organization is
required to participate for 6 to 8 hrs in the ?Christ for Discipleship?
program. Mr. Mooneyhan said they receive their income from fellowship dinners
and contributions. The Board requested Mr. Mooneyhan to submit copies of the
by-laws and articles of incorporation. The Board also requested a field review
of the properties.
