The Elections and Registration Board meeting was held November 17, 2002 at 2:00
p.m.

The Chairperson called the meeting to order.
A motion was made and seconded to approve the March board meeting minutes as
amended. Vote was unanimous.
COMMENTS:
Nancy told the board members that the Elections Official Conference will be
held in Savannah on May 4-7. She asked if anyone would like to attend. She
also told the board that there would be another training seminar in Savannah on
August 24-27. The August seminar is the Voter Registrars Association of
Georgia.
NEW BUSINESS:
The Challenge of a registered voter:
Glenn Wallace, Registration Coordinator was asked to join the meeting to give
the board the specifics of the challenge made by Mr. Paul Olsen concerning Mr.
Daniel Menefee. Mr. Olsen is questioning whether Mr. Menefee should be on our
list of registered voters.
Each board member was given a copy of Mr. Menefee?s official voter registration
form. Mr. Wallace stated that on February 10, 2003, Mr. Menefee came into the
voter registration office and registered to vote. He used the residence
address of 1409 14th Street at that time. He listed his mailing address as
2901 University Avenue which is mostly like his place of employment. When his
record was entered into the computer, it showed that Daniel Menefee was
registered in Harris County at that time. It showed that he registered in
Harris County in 1999. When a person registers to vote in Muscogee County, and
the record shows that they are registered in another county, we have to take
ownership of that voter. Mr. Menefee has never voted in Muscogee County. Mr.
Olsen is challenging Mr. Menefee?s residency to be a qualified voter of
Muscogee County. Mr. Barfield made a motion that the board advise Mrs. Boren
to establish the hearing, set it up and notify everyone concerned as to where
the hearing will take place. He would like for this to be setup at the next
board meeting. The motion died for lack of a second. The chairperson proposed
that at the next board meeting the board will decide definitely what to do
concerning the challenge after getting an official opinion from the City
Attorney.
HELP AMERICA VOTE ACT OF 2002: This is a Federal Law that is being passed but
not fully funded as of yet but is going to have an impact on us. This became
effective as of January 1, 2003. A person has to either show identification
when they register for the first time or when they vote. If they vote by
absentee, they have to mail us some kind of proof of identification. We should
find out more about HAVA when we attend training in May.
NEW LEGISLATION: The new legislation has to do with the one cent sales tax.
CORRESPONDENCE: Each board member was given a letter from the City Manager,
Carmen Cavezza.
Being no further business to discuss, the meeting was adjourned.
