Agenda Item # 2
Columbus Consolidated Government
Council Meeting
12/06/2005
Agenda Report # 69
TO: Mayor and Council
SUBJECT: Pre-Disaster Mitigation Plan 2005
INITIATED BY: Department of Fire/EMS
Recommendation: Approval is requested for the adoption of the completed
Pre-Disaster Mitigation Plan 2005.
Background: The Robert T. Stafford Disaster Relief and Emergency
Assistance act authorizes the release of federal financial assistance to
communities that have experienced a disaster, and have been declared a disaster
area by the president of the United States. With the amended Disaster
Mitigation act of 2000, starting November 1,2004, it is not enough for local
governments to receive a presidential disaster declaration, but they must have
prepared and adopted a federally approved pre-disaster mitigation plan before
they are eligible for federal financial disaster assistance. Thus, counties
across the nation are required to create a Pre-Disaster Mitigation Plan to
address the community's vulnerability to hazards prior to a disaster event.
Analysis: The plan has been researched and published by the Chattahoochee
Valley Regional Development Commission and is agreed to be true and correct.
Financial Considerations: The adoption of this plan by Columbus City Council
will insure the Columbus Consolidated Government eligibility for future
disaster relief funding.
Legal Considerations: The adoption of this plan by Columbus City Council meets
all legal requirements set forth by the Federal Emergency Management Agency for
the legal recognition of this plan as a valid document.
Recommendations/ Actions: The Columbus Consolidated Government received a
federal grant for the full amount paid by contract to the Regional Development
Commission for research and publication of this plan. Upon the adoption of
this plan by Columbus City Government, the final obligation will be met and
paid to the Regional Development Commission. The development and publication
of this plan was at no cost to the City of Columbus.
