SUBJECT: GEMA Phase II Hazmat Grant

Recommendation: Authorize the City Manager to accept a grant, upon approval,

from the GEMA Phase II Hazmat Grant Program through the Homeland Security Grant

Program for $290,602.76 and amend the budget by increasing the

Multi-Governmental Fund by $290,602.76.



Background: This grant will enhance the hazardous materials response

capabilities of the city necessary to effectively respond to incidents

involving accidental chemical releases and terrorism involving chemical and

biological weapons of mass destruction.



Analysis: This program provides our city with equipment support to enhance our

capacity to respond to incidents of hazardous materials to include incidents of

terrorism involving the use of a weapon of mass destruction. It provides for

the procurement of personal protection, detection and decontamination equipment

which will enhance our response capabilities to a weapon of mass destruction

incident by utilizing equipment identical to that which would be used in the

event of an actual weapon of mass destruction incident.



Financial Considerations: The attached resolution will authorize the acceptance

of the grant of $290,602.76 no matching funds are required. This is a

reimbursement grant program. The City will be required to operate this

equipment with current operating funds.



Legal Considerations: The Columbus Consolidated Government is an eligible

applicant for this grant program.

the budget by increasing the Multi-Governmental Fund by $290,602.76.
