SUBJECT: Homeland Security Overtime Grant

Recommendation: Approval is requested to submit an application and if
approved accept a grant from the United States Department of Justice under the
Homeland Security Overtime Grant Program to pay overtime cost for law
enforcement personnel utilized for Homeland Security purposes. Amend the
Multi-Government Fund in the amount approved for the grant and approve the 25%
match from the General Fund Contingency.
Background: In view of the Homeland Security developments since September 11,
2001 the Federal Government has made grants available to assist local
governments. This grant program will pay up to 75% of the anticipated overtime
cost and fringe benefits for non-supervisory sworn personnel for a period of
one year. Funds may be used to pay officers overtime during homeland security
training sessions and other law enforcement activities that are designed to
assist in the prevention of acts of terrorism and other violent and
drug-related crimes.
Analysis: This program will provide funds to pay overtime for law enforcement
personnel being utilized to prevent act of terrorism and other violent and
drug-related crimes..
Financial Considerations: The grant will provide 75% ($187,500) and the local
match of 25% ($62,500) will be provided from the General Fund Contingency.
Funds expended prior to the grant approval are not eligible for reimbursement
and in-kind match will not be allowed, the grant requires a cash match.
Legal Considerations: The Columbus Consolidated Government is eligible to
receive this funding.
Recommendation/Action: Authorize the application for and acceptance of a grant
from the United States Department of Justice under the Homeland Security
Overtime Grant Program to pay overtime cost for law enforcement personnel
utilized for Homeland Security purposes. Amend the Multi-Government Fund in the
amount approved for the grant and approve the 25% match from the General Fund
Contingency.
