The Columbus, Georgia, Board of Tax Assessors met Wednesday, May 22, 2002, at

2:00PM with Chairman Beatrice Breaux, Assessors Lawton Grantham, and Ann

Grantham present. Also present was Chief Appraiser Martin J. Land. Assessor

Stallings was absent



The approval of Minutes #19-02 was delayed until next meeting since Assessor

Stallings was absent today.



The Board of Tax Assessors approved development authority bond letters for

Litho-Krome Company; Cessna Aircraft Company; and Denim North America, LLC.



The Board also approved a correction of a conservation use value (Parcel ID 102

001 006).



Met with Mr. Phillips representing Twin Cedars Foundation, Inc. requesting

non-taxability for property located at 1523 19th Street (Parcel ID 028 032 005)

and 907 Double Churches Rd (Parcel ID 179 011 003). Mr. Phillips told the Board

the property located at 907 Double Churches Rd is used as an in-house treatment

for abused adolescents. They began using the facility in 2001. He said the

property located at 1523 19th Street is used as a group home for unwed female

adolescents and their babies. The facility is also known as ?Second Chance

Home?. He said he was unsure when they started using the facility. Mr. Phillips

told the Board the Twin Cedars Foundation, Inc. owns the property and it is a

501 (c )(3) tax exempt organization. Mr. Phillips called later during the

meeting and said they began using the facility at 1523 19th Street in March

2002. He told the Board they receive funding from the State on a per diem

basis. He said the Twin Cedars Youth Services, Inc. manages the facilities and

pays rent to Twin Cedars Foundation, Inc. The Board delayed their decision and

asked Chief Appraiser Martin Land to invite City Attorney Clifton Fay to the

next meeting to furnish additional information since he is the Secretary for

the Foundation.
