SUBJECT: Encroachment onto City right-of-way

Recommendation: Approve the attached resolution authorizing the permanent

encroachment of 5 ft. 2 in. onto City right-of-way for ? No. 4 Engine House? at

1228 along the east curb of 6th Avenue.



Background: The Traffic Engineering Division received a request from Mr.

Claude Scarbrough soliciting an encroachment onto City right-of way. In this

request, Mr. Claude Scarbrough is petitioning the City to allow the balcony and

facade to encroach onto the City?s right-of-way at 6th Avenue.



Analysis: The Traffic Engineering Division reviewed the site plans and

recommends the approval of the proposed encroachment.



Alternatives: A denial would prevent improvements on public right-of-way.



Financial Considerations: There is no cost to the City beyond administrative

cost for permitting and inspections.



Legal Considerations: A variance to the City Code of this nature requires

Council approval.



Actions: Approve the 5 ft. 2 in. encroachment onto City right-of-way for the

building located at 1228 - 6th Avenue.

A RESOLUTION AUTHORIZING A PERMANENT 5 FT. 2 IN. ENCROACHMENT ONTO CITY

RIGHT-OF-WAY TO ALLOW FOR BUILDING FACADE IMPROVEMENTS AND TO CONSTRUCT A

BALCONY ADDITION ?NO. 4 ENGINE HOUSE? AT 1228- 6TH AVENUE; AUTHORIZE THE

TRAFFIC ENGINEER TO ISSUE AN ENCROACHMENT PERMIT.

WHEREAS, Mr. Claude Scarbrough plans to construct a balcony of similar size and

scale as the original 19th Century balcony to improve the property located at

1228 - 6th Avenue; and,



WHEREAS, the existing building facade already encroaches one foot onto City

right-of-way, and the proposed improvements will encroach an additional 4 ft. 2

in. onto City right-of-way totaling 5ft. 2in. encroachment; and,



WHEREAS, the Traffic Engineering Division reviewed the plans for the

improvements, and therefore, recommends the approval of the proposed

encroachment.





NOW, THEREFORE, THE COUNCIL OF COLUMBUS, GEORGIA HEREBY RESOLVES:



THAT THE TRAFFIC ENGINEER TO HEREBY AUTHORIZED TO ISSUE AN ENCROACHMENT PERMIT

ALLOWING A PERMANENT ENCROACHMENT OF 5 FT. 2 IN. ONTO CITY RIGHT-OF-WAY FOR

BUILDING FACADE IMPROVEMENTS AND TO CONSTRUCT A BALCONY ADDITION TO ?NO. 4

ENGINE HOUSE? AT 1228- 6TH AVENUE.



Introduced as a regular meeting of the Council of Columbus, Georgia held the
