MINUTES OF MEETING

June 24, 2003



The Greater Columbus Golf Authority held the scheduled monthly meeting at Bull

Creek Golf Course. Members present were Chairman Donald Clack, Nancy Wilkeson,

Floyd Washington, Dr. Earl Bagley, Rick Cravens, June Holder, Richard Hagler

and Rhudine Nelson. Rev. Willie Hill was absent. Staff members present were

John Milam, Steve Brown, Bull Creek Maintenance personnel Lawrence Adams,

Keith Fleming, Paul Lowery, Chris Mauko, Calvin Hall and Oxbow employee Scott

Garrett.



Minutes of May meeting were approved as presented--motion made by Richard

Hagler and seconded by Nancy Wilkeson.



Steve Brown spoke regarding insurance increase employees were notified of

recently and raises on behalf of six maintenance employees attending meeting.

All employees also spoke briefly expressing concerns that raises at present

become effective on employee anniversary dates and increase in insurance

becomes effective July 1. John Milam stated the increase in insurance would not

be effective until employee anniversary date. Another concern of these

Maintenance employees was that year after year raises fall short of inflation

rates. Authority member Richard Hagler stated on behalf of all Authority

members the Authority?s concerns of the golf course not operating with the

full 36 holes open, plus the fact that there has been excess rain this year

hindering play and expenses exceeds revenue at this time. Mr. Hagler assured

the Maintenance employees that the Authority had already approved a raise that

matches the raise City employees will receive July 1, 2003. He also expressed

the fact that the Maintenance employees do an outstanding job and we do not

want to lose any employees. He further stated the Authority is aware of the

situation and has plans to revisit this issue once the golf course is operating

fully and revenue has increased. Chairman Clack thanked the employees for

attending meeting and told them the Authority would look at this issue again.



Report of Steve Brown, Superintendent

Bull Creek Golf Course

Steve Brown reported 8.1 inches of rain fell to date in June. Fairways are

generally mowed 2 times per week. Growth retardant will be applied beginning

next week. Tees are filling in nicely. Greens are being airified and top

dressed. TifEagle greens are looking great. All water fountains have been

damaged due to construction. These fountains are promptly repaired, but are

damaged again sometimes the same day by construction equipment. Steve and John

were asked to secure water coolers to put on golf course so water will be

available. Steve asked Richard Hagler to check to see if inmate labor can be

used on Sunday to mow greens. These inmates volunteer to work on weekends and

are only need for two or three hours. Steve stated if inmate labor could be

used on weekends, we would have no need for more Maintenance employees than are

on the payroll at this time.



GODWIN CREEK GOLF COURSE



John Milam and Chairman Clack reported Godwin Creek is in the red about

$20,872. Cash donations are not what they should be and revenue is down.. A

July 2, 2003 meeting with First Tee Board of Directors is planned and First Tee

Board of Directors will be told positive action with fund raising, etc. must

take place immediately or Authority will have to take control of Godwin

Creek.



John Milam reported Godwin Creek is not being maintained

Properly. Two greens are not presently playable.

? Oxbow generated revenue of $27,569 and expenses of $40,011

? Bull Creek generated revenue of $77,709 and expenses of $92,121



Bull Creek project update reported project is six weeks behind due to rain.

Irrigation installation has been completed on holes #4 thru #12. Target date

for holes #4-#12 to reopen would be October 1st. Holes 4-12 have been

sprigged No grass planting has been done on the old Blue

course.

NEW BUSINESS



Election of officers for F/Y 2004: Rick Cravens made motion to elect Donald

Clack, Chairman of Authority - Richard Hagler, Vice Chairman of Authority -

Nancy Wilkeson, Secretary of Authority. Motion seconded by June Holder.

Motion passed.



Health insurance will increase for all employees effective on employee?s

anniversary date.



OLD BUSINESS



Dr. Earl Bagley made a motion to make the raises approved in April, 2003

minutes, effective at the start of F/Y 2004, (rather than anniversary date),

for all regular and part-time employees. This 3% raise will go into effect

July 1, 2003. Richard Hagler seconded motion. Motion carried. John Milam and

Steve Brown were asked if expenses could be cut to cover cost of this increase

and both stated expenses could be cut to cover cost of increase. Dr. Bagley

asked that we revisit this issue once the golf course renovations have been

completed and golf course is making money again.



First Tee meeting with First Tee Board of Directors scheduled July 2, 2003 with

operations and improving business to be discussed.



There being no further business motion made by Richard Hagler and seconded by

Nancy Wilkeson to adjourn meeting at 5:25pm.
