Response 06-29-05 Mr. Travis White came to the Police Department on 6-16-05

to renew his Taxicab Driver Permit which was to expire on 07-05-05. A bad

check conviction on 5-4-05 was discovered when Mr. White's Criminal History was

checked for renewal purposes. This conviction prohibits Mr. White from

obtaining or renewing a Taxicab Driver's Permit for a period of one year

according to Section 21-5 2(d) of the Columbus Code. The renewal was denied

and the ordinance was explained to Mr. White by both Sgt. L. Parker and myself

in separate conversations. The method of appealing this decision to the

Taxicab Commission and to Council was explained to Mr. White by Clerk of

Council, Tiny Washington, and myself in another conversation. Apparently, Mr.

White elected not to appeal the issue formally to the Taxicab Commission and

wanted to be heard before Council. During my discussion with Mr. White I

explained that this specific issue had been addressed by the Taxicab Commission

and was specifically included in the new revision of the Ordinance. (The

penalty was actually reduced from three years to the current one year

prohibition.)
