CALL TO ORDER

The meeting was called to order by Chairperson Donna Baudoin at 12:01 p.m.



APPROVAL OF MINUTES OF THE AUGUST 13, 2002 MEETING

The minutes of the August 13, 2002 Commissioners= meeting was approved.



TREASURER=S REPORT

The Treasurer=s report was presented by July Bray and approved.



PETITIONS & COMMUNICATIONS

Commissioner Paula James presented to the Commissioners the following:

k ABridging the Divided 2002 Conference@ will be held November 13-15 in

Atlanta, Georgia.

k Resolution 525-02 states that the position held by any Board appointee who

shall miss three consecutive meetings for which he has been unexcused, shall

be considered vacant, and the council shall appoint a successor to succeed

such vacancy.

k ABasic Tree Care: Secrets, Surprises and Science Workshop by Dr. Kim Coder@

will be held November 6th at 6:00 p.m., at the Government Annex Building, 420,

10th Street.

k A thank you card was received and read from Mildred Terry Library to thank

Susan Culpepper and Litter Gitter for their participation in the vocational

reading program kickoff.

k The full page newspaper ad for KCBC was published in the Ledger Enquirer and

Columbus Times.



OLD BUSINESS

NEW BUSINESS

k Executive Director Report. Executive Director Gloria Weston-Smart expressed

thanks to the Commissioners for the opportunity to attend the Greater Columbus

Georgia Chamber of Commerce=s Inter-City tour to Kansas City, MO and the Keep

Georgia Beautiful Executives Directors Conference at Red Top State Park.





Gloria gave brief highlights of the Liberty Memorial, Kansas City Life Science

Institution for Medical Research and the Preforming Arts School. She stated

that Kansas hasdone an outstanding job in the redevelopment of Union Station (

their old rail station which now offers story exhibits, a food court and A

Science City@ a hands on museum ). Other redevelopment projects mention was

the Crown Center and the transformation of public housing into every attraction

residential area featuring multi-level residential homes, townhouses and

apartments.



KGB Executive Director=s Conference at the Red Top offered the following

sessions: New Coordinator Training, Media Training, an update of the DOT Litter

awareness polit project and introduction a new WaterFirst initiative. A great

portion of the conference was spent on a presentation by the Franklin Covey

trainer on the ASeven Habits@.



HIGHLIGHTS OF COMMITTEE REPORTS

k ANight of Lights@ - Commissioner Paula James stated that this is our third

annual event for ANight of Lights@. The tree lighting event will take place

December 5, 2002 at the Phenix City Amphitheater at 6 p.m. There will also be

an art contest for 2nd and 3rd graders.

k Help-The-Hooch - Assistant Director Susan Culpepper reported that there are

approximately 10,000 volunteers for Help-The-Hooch. Because all sites were

filled, Susan stated that additional volunteers will be encouraged to conduct a

cleanup of their neighborhood.

k Recycling Update - Executive Director Gloria Weston-Smart reported that the

month of November is AFill your Blue Bin Month@. A live remote from Shirley B.

Wentson Recreation Center will take place Thursday, November 14, 2002,

5:00-7:00 p.m. to encourage residences to stop by and pickup a Blue Bin and

recycling instructions. Blue Bins with instructions will also be delivered to

28 new houses in the new Sub-division of Farrwood Clove. Blue Bin with

instructions may also be picked-up November 6-15 at the Bradley Library, North

Columbus Library, South Columbus Library, and Mildred Terry Library. My Life

as a Can Coloring Book will be read during story time by Suki Janssen at the

South Columbus Library on November 14, 2002. Students will receive a coloring

book, recycling book marker, bumper stickerand a magnet.

k Gateways Foundation - Executive Director Gloria Weston-Smart stated that

during the meeting with representatives from Kendrick High, East Columbus

Middle and Georgetown Elementary it was decided that a beautification project

could be on the right-a-ways. This project would enhance Georgetown Drive. An

outdoor nature trail adjacent to Georgetown Elementary and East Columbus Middle

was also suggested. This project would benefit all three schools because of

the extended educational learning experience, however it would have very little

impact on enhancing or beautifying the campuses. The entrances of each of the

campusesneed some improvement. After securing the landscaping design for the

schools we were informed of a street widening plan for GeorgetownDrive. The

project is scheduled to start February 2003, and to be completed mid-year

2005. After meeting with Rachel Buice, Susan Kletoand the Engineering

Department we decided to work on developing a project plan which would includ

landscaping and fund raising projects.

k Yard Waste Composting - Commissioner Bill Green extended an invitation to the

commissioners to attend the October, 25 2002 tour to Moultrie, Georgiato visit

their yard waste composting program.

k Welcome Signs - Executive Director Gloria Weston Smart stated that the

committee will revisit the welcome signs plan because of the cost. More

information will be forth coming.

k Annual Awards Luncheon - Chairperson Donna Baudoin stated that a committee

meeting for the Annual Awards Luncheon will be held December 3, 2002 , noon at

KCBC. She encourages commissioners to start thinking about nominees for the

awards.

k

k Commissioner July Bray introduced a proposal for a new copier for the KCBC

office. The proposed copier will lease for $224.00 per month. The current

lease is $562.00 per month. The cost saving will be $338.00. The

Commissioners approved the proposal.

k Waste-In-Place - Commissioner Edith McCray conducted a Waste-In-Place (WIP)

session for Fort Middle School, September 25th, 2002, 98 students

participated. Commission McCray was accompanied by Commissioner Daphne

Dove-Peirce and WIP Trainer Della Bursey.



ANNOUNCEMENTS

k Next meeting December 10, 2002,noon at Two Thousand Opportunities Inc.

k Commissioner Edith McCray was honored Sunday, September 15, 2002 at Mt.

Pilgrim Baptist church for the

dedication to education and her involvement in the community.

k Thanks was expressed to commissioners who attended the Don Rypkema Luncheon.
