MINUTES OF MEETING
February 22, 2005
The Greater Columbus Golf Authority held the scheduled monthly meeting at Bull
Creek Golf Course. Members present were Chairman Donald Clack, Floyd
Washington, Nancy Wilkeson, Earl Bagley, Willie Hill, Rhudine Nelson and June
Holder. Michael Silverstein and Richard Hagler had an excused absence. Staff
members present were John Milam and Steve Brown.
Minutes of the December 28, 2004, meeting were approved as presented. Motion
made by Earl Bagley and seconded by June Holder. Minutes of the January 18,
2005, meeting were approved as presented. Motion made by June Holder and
seconded by Floyd Washington.

The chipping green will be sprayed to rid the rye and Bermuda grasses so the
green will be ready for sprigging of Tift Eagle grass. The fairways have been
sprayed for Poa Annua. In the next few weeks, an herbicide will be sprayed in
the fairways to rid the summer annuals. Erosion along some of the cart paths
has been repaired with sod and cemented flagstone. When the weather
cooperates, a backhoe will be rented for $800 a week to dig out the creek on 3
East, remove the sandbar near 18 West green and to repair the bank on 3 West.
The new bridge will be pressured washed and a water sealant will be applied.
A prison guard will begin on February 28th. Steve was asked by the authority
to please have the trash removed by 1 west tee area. The parking lot also has
an old lawnmower, tires etc. to be removed. June Holder questioned why only 9
holes were open one day a few weeks ago. It was reported that it probably was
weather related (recent ice storm or early morning frost) and that it is highly
unusual to only have 9 holes open.

Godwin Creek
Godwin Creek has $1600 in the bank. They have requested when Bull Creek orders
its fertilizer that extra will be ordered for them (reduced price when
purchased at a bulk rate). The Authority approved this plan and Godwin Creek
will pay for the fertilizer up front and will pay an employee from Bull Creek
to have it spread.
The Kirven Foundation has donated $50,000 (to be received over the next few
years) to the First Tee Program. Mr. Harry Hopkins has volunteered to do the
fundraising for the First Tee Program.
Oxbow Creek
Oxbow Creek revenues and expenses are about the same as last January 2004 as in
January 2005. Oxbow Creek?s revenue for the first twenty days in February 2005
is about $10,000 higher than February 2004. Oxbow has eight new annual
memberships. They still offer dollar days Monday through Friday.
Bull Creek
Bull Creek has forty tournaments booked for the upcoming months at the full
rate price. The tournament fee includes setting-up, use of the pavilion,
tables, chairs and range balls.
New Business
The City attorney, Mr. Clifton Faye, wrote a letter on Bull?s Creek behalf
stating that
Mr. DeVictor was not entitled to his $5000 bonus.
There was a discussion regarding handicapped players and the use of specialized
golf carts. As of now, we are not required to provide this vehicle at an
approximate cost of $8000 per cart. However, John Milam feels that we should
allow golfers who have their own specialized cart to play on the course on days
when the play is not restricted to cart path only.
On Sunday, the 6th of February, a Bull Creek Marshal (Mike Mindich) was
explaining to a golfer that the course was cart path only and he needed to
return his cart to the path. The golfer threw Mr. Mindich to the ground and he
received a contusion to the forehead. Mr. Mindich did not want to press
charges at this time. Mr. Milam asked the police what he could do to protect
the volunteers. The golfer has been banned from all city courses and will
receive a refund (pro-rated) for the annual dues he has paid. The next day,
Monday, Mr. Mindich went to see this personal physician and was then informed
he also has fractured a rib. His physician suggested he go ahead and press
charges and now has an April court date.
A motion was made at 4:50 p.m. to adjourn by Willie Hill and seconded by June
Holder.
