SUBJECT: GEMA Funding Authorization

Recommendation: Approve a resolution authorizing the acceptance of Georgia
Emergency Management Agency (GEMA) funds in the amount of $1,623, 600 to assist
with emergency sheltering cost for Hurricane Katrina evacuees.
Background: Due to the devastation of Hurricane Katrina on August 29, 2005,
the City of Columbus received approximately 2,700 evacuees into our City.
These evacuees were provided services and assistance through the One Stop
Shop. Many of these evacuees were provided Interim Housing and utility
deposits through Enrichment Services. The Housing Authority also provided
housing assistance. Many of the evacuees continue to be sheltered in
Columbus. There is an estimated 550 households that will be seeking to
continue their Interim Shelter.
Analysis: This grant funding will provide rent, furniture and utilities to the
estimated 550 remaining evacuees. The City will enter into sub-recipient
agreements with the Housing Authority and Enrichment Services to provide case
management of this grant. Both of these agencies has the processes and
procedures to manage and administer these funds to the evacuees.
Financial Considerations: The City will act as the conduit for the funding of
the emergency sheltering cost. The City is not required to provide any
matching funding.
