MINUTES OF THE MEETING OF THE
DEVELOPMENT AUTHORITY OF COLUMBUS GEORGIA
January 29, 2003 WORK SESSION

Bob Gilson, Chairman, noting that a quorum was present and proper notice had
been given in accordance with the requirements of Georgia law, called the
January 29, 2003work session to order.
The Authority was updated on the status of several projects. Many projects now
expect a ?shovel ready? site.
REPORT ON FINANCIAL MATTERS OF CONTRACT WITH CHAMBER
The subcommittee reported it was difficult to determine how services were
delivered. Becca Hardin has been asked to draft a new type of contract which
would detail the expected services and how to determine if delivered. A draft
copy will be e-mailed to members.
REPORT ON LANGUAGE OF CONTRACT WITH CHAMBER
A draft had previously been mailed to the members. Discussion took place on
the draft.
BUDGET FOR MILLAGE ACCOUNT
The list of projects proposed for 2003 is not all inclusive. A clearer idea is
needed of what would be considered part of service contract with Chamber and
what appropriate as an expense from the Millage Account. The following were
items which need attention:
? Cost estimate of drivable road in MTP
? Designate some money for infrastructure development
? Determine which parcels need to be deeded from The City to the
Authority
? Designate money for marketing events such as Developers? Day, visits
with cluster project contacts
? Cost estimates for developing areas of MTP and FLBC; what needed to
have parcels to show as viable sites
? Critical to differentiate service contract money and millage funds
? Define key areas for City Council ? debt reduction, infrastructure,
and marketing
The City Council needs to be presented with what the Authority can do now with
the millage funds that could not be accomplished before these funds were
available.
DISCUSSION ON PRESENTATION TO CITY COUNCIL
The Authority will meet with the City Council on February 14, 2003 at Callaway
Gardens to update them on the millage funds. Dayton will contact Randall
Morris to determine if he can be at this meeting as an outside person to
describe economic development at present. The following items need to be
presented.
? Millage funds and proposals for use
? Some obstacles encountered with projects and why
? Status report on development of cluster industries
? Comments on location of possible projects (why this area of town and
not that); present number of prospects talked with in last 12 months, number
which were serious, number decided not to pursue and why if known; do LOCI on
all serious prospects to evaluate economic impact
? Have map of 50 acre sites
? Information on CRIP and CEIP tax digest.
There being no further business to come before the Authority and upon motion
made by Allen Taber and seconded by Dick Ellis, the meeting was adjourned.
