SUBJECT: Associated County Commissioners of Georgia (ACCG) Group Self
Insurance Workers' Compensation Fund (GSIWCF) - Safety Incentive Program
INITIATED: Human Resources Department

Recommendation: Approval is requested of a resolution supporting Columbus
Consolidated Government participation in The Associated County Commissioners of
Georgia (ACCG) Group Self Insurance Workers' Compensation Fund (GSIWCF) -
Safety Incentive Program.
Background: The Associated County Commissioners of Georgia (ACCG) provides
Workers? Compensation claims management services to the Columbus Consolidated
Government and offers a discount of 7.5% if the Columbus Consolidated
Government will meet the requirements of the program.
Analysis: The Columbus Consolidated Government satisfies the requirements of
The Associated County Commissioners of Georgia (ACCG) Group Self Insurance
Workers' Compensation Fund (GSIWCF)'s Safety Incentive Program, except for the
completion of one training program by Clyde Rankin our Safety Coordinator. The
training is scheduled for February 2005 and The Associated County Commissioners
of Georgia (ACCG) Insurance Programs Manager David Uhlman approved Columbus
Consolidated Government participation with the condition that Mr. Rankin
attends the required training. Program requirements include:
1. Appointment and training of a Safety Coordinator.
2. Safety meetings and self-inspections to identify safety hazards.
3. Implementing safety rules and providing safety training.
4. Reviewing/investigating all accidents for causes and recommending prevention
improvements.
5. Providing modified or transitional limited duty to injured employees during
their recovery period.
6. Post all employee notices required by Georgia law.
7. Complete a post offer of employment medical inquiry for each new employee.
8. Implement a drug free workplace program.
9. Respond to safety recommendations following Local Government Risk Management
Services (LGRMS) loss control visits.
A copy of the complete program requirements is attached.
Financial Considerations: The Columbus Consolidated Government will obtain a
7.5% discount on claims management services by participating in the program.
For calendar year 2005 this will save the Columbus Consolidated Government
$34,488.
Legal: The Council must approve a resolution confirming commitment to and
compliance with the program.
Recommendation/Actions: Human Resources recommends approval of this resolution.
