Subject Street Acceptance



Description Have the staff to prepare a status report on an earlier request for

them to look at waiting until all phases of a subdivision is complete before we

accept the streets in that subdivision. (Request of Councilor Davis)

Response 08/10/05 The new UDO has a requirement for a minor collector street,

3000 vehicles per day. A layer of 2" Binder is required on those streets.

This is an additional layer to the City's standard local street section. It is

not practical to extend the acceptance of the streets to the completion of the

subdivision. Most subdivisions are built in phases and it may take many years

to complete the subdivision. The ordinances require frontage on a public

street, must have been accepted, prior to issuing addresses and building

permits. In previous years the City allowed building on lots prior to

acceptance and in many cases you ended up with people in houses on unfinished

streets. This also created conflict between multiple contractors, utilities,

suppliers, etc. The standard for a maintenance period in other communities

is between 1-2 years.
