EXPLANATION OF RESOLUTION
The Columbus Airport Commission (the ?Commission?) has undertaken a number of
Projects necessary to the continued maintenance and improvement of the Columbus
Metropolitan Airport. As is customary, the Commission has applied to the
Federal Aviation Administration for grant monies improving the Runway Safety
Area along runway 24 and for relocating taxiway ?C? serving runway 24. The FAA
has offered $2,089,000 to aid the Commission. This amount represents
ninety-five percent (95%) of the projected costs. Funding for the design of
these improvements was provided by the FAA in 2004 by a grant approved and
accepted by the Commission and Columbus, Georgia.
In addition to the FAA funding, the Columbus Airport Commission will receive
additional funding from the State of Georgia in the amount of $52,418 or 2.5%
of the construction cost of the Project, leaving the Commission?s portion of
the Project?s cost at $57,529. The Commission?s portion of this funding has
already been collected through passenger facility charges collected from
travelers using the Columbus Metropolitan Airport.
As the Councilors are aware, because of its taxing authority, Columbus,
Georgia, is a co-sponsor of the Columbus Metropolitan Airport along with the
Commission for grant purposes.

RESOLUTION AUTHORIZING EXECUTION OF
FEDERAL AVIATION ADMINISTRATION GRANT
AIRPORT IMPROVEMENT PROGRAM (AIP)
PROJECT NO. 3-13-0035-26

A Resolution authorizing, approving and ratifying the execution of a
Grant Agreement by and among United States of America, acting through the
Federal Aviation Administration (hereinafter called "FAA"), the Columbus
Airport Commission and Columbus, Georgia, a Consolidated Government.
WHEREAS, the need has risen for the Columbus Airport Commission to
improve the Runway Safety Area along runway 24 and to relocate taxiway ?C?
serving runway 24 (the ?Project?).
WHEREAS, the Columbus Airport Commission has requested partial funding for
the Project from the FAA; and
WHEREAS, by Grant Agreement dated May 24, 2005, a copy of which is
attached hereto as Exhibit "A", the FAA has offered the sum of $2,089,000 or
95% of the total cost of the Project; and
WHEREAS, the State of Georgia has obligated itself to pay the sum of
$52,418 or 2.5% of the construction cost of the Project; and
WHEREAS, the Columbus Airport Commission has expressed to this Council
its intention to obligate its own funds to pay the remaining $57,529 of the
amount necessary for the completion of said Project; and
WHEREAS, Columbus, Georgia, a Consolidated Government, is co-sponsor
with the Columbus Airport Commission for all FAA grants and the execution of
such Grant Agreement by
Columbus, Georgia, is necessary for the Columbus Airport Commission to receive
the funding anticipated from the FAA; and
WHEREAS, the Columbus Airport Commission, by resolution has formally
agreed to accept the offer of such grant from the FAA and caused the Grant
Agreement to be executed by its duly authorized officers; and
WHEREAS, Columbus, Georgia, deems it in the best interest of Columbus,
Georgia, and the Columbus Airport Commission to accept the FAA's offer of
funding; and
WHEREAS, said Grant Agreement must be accepted and executed by
Columbus, Georgia, and the Columbus Airport Commission and returned to the FAA
on or before June 24, 2005.
NOW, THEREFORE, be it resolved by the Council of Columbus, Georgia, and
it is hereby resolved:
1. That Columbus, Georgia, a Consolidated Government, hereby
authorizes the acceptance of the offer of a grant proposed by the FAA and
hereby authorizes, approves and ratifies the execution of the Grant Agreement
among the FAA and the Columbus Airport Commission and Columbus, Georgia, a
Consolidated Government, as co-sponsors of the Columbus Metropolitan Airport,
in the form attached hereto as Exhibit "A" and made a part hereof by this
specific reference; and
2. That the execution of the original and five copies of the Grant
Agreement referred to hereinabove, on behalf of said Columbus, Georgia, a
Consolidated Government, by the Honorable Robert S. Poydasheff, as Mayor, and
the Honorable Tiny B. Washington, as Clerk, and the impression of the official
seal of Columbus, Georgia, a Consolidated Government, is hereby authorized,
adopted, approved, accepted and ratified.
This resolution is introduced and read at a regular meeting of the
Council of Columbus, Georgia, held on the ___ day of ______________, 2005, and
adopted at said meeting by the affirmative vote of_______ members of said
Council.
