AN ORDINANCE

An ordinance amending Section 11-20.2 of the Columbus Code, which deals with
notification procedures for businesses and residences situated near a blasting
site, by increasing the notification time from three (3) days to five (5) days
prior to the blast and by restricting notification to hand-delivery; and for
other purposes.

THE COUNCIL OF COLUMBUS, GEORGIA HEREBY ORDAINS:
SECTION 1.
Chapter 11 of the Columbus Code is hereby amended by deleting in its
entirety ?11-20.2 and replacing it with a new ?11-20-2 to read as follows:
"Any person or entity conducting blasting with explosives, as
defined in O.C.G.A. Section 25-8-2, pursuant to a permit issued by the Columbus
Department of Fire and Emergency Medical Services or any state or federal
authority shall be responsible for sending written notice to residents and
businesses within 450 feet (Urban Service District One) and 1000 feet (Urban
Service District Two) of a blast site. As used herein, "blast site" shall have
the same definition as that contained in the 2003 International Fire Code and
its amendments. Such notice shall be hand-delivered at least five (5) business
days prior to any blasting activity by the permitee, and the permitee shall
submit to the Fire Chief or his designee an affidavit listing the street
addresses of homes and businesses where hand-delivery of notice was made. In
case of emergency, as defined in O.C.G.A. Section 25-9-3, the Chief of the
Department of Fire and Emergency Medical Services or his designee may waive the
five-day notice requirement."
SECTION 2.
All ordinances or parts of ordinances in conflict with this ordinance are
hereby repealed.
