SUBJECT: Adoption of the Revised Columbus Waste Management Plan and

Short Term Work Program as approved by the Georgia Department of Community

Affairs.

Recommendation: Approval is requested for the adoption of the Solid

Waste Management Plan and Short Term Work Program as approved by the Georgia

Department of Labor.



Background: The State?s minimum planning standard and procedures for the

Solid Waste Management Plan and Short Term Work Program require updating every

five years. This has been accomplished and approved by the Georgia Department

of Community Affairs on August 19, 2003. All of the minimum public

participation requirements have been met.



Analysis: The State of Georgia requires a five-year update to remain

eligible to receive solid waste grants, loans and permits. Our plan has been

revised and presented at two public hearings, which were held on April 9, 2003,

and May 14, 2003. This program has been in operation for the past thirteen (13)

years and has enabled Columbus to proceed with its plan in an organized fashion

with very positive results.



Financial Considerations: State solid waste grants and loans are tied to

having an updated Short Term Work Program (STWP). Our participation is

therefore the best course of action.



Legal Considerations: Non-Compliance would result in Columbus being placed on

a State listing of local governments not eligible for solid waste grants and

loans.



Recommendations/ Actions: Adoption by resolution the revised Columbus Solid

Waste Management plan and Short Term Work Program.
