MINUTES OF THE MEETING
OF
THE ANIMAL CONTROL ADVISORY BOARD
The ANIMAL CONTROL ADVISORY BOARD met TUESDAY, October 12,2004, at 2:00 P.M. in
the Public Services Building.

ANIMAL CONTROL OFFICERS PRESENT

CALL TO ORDER
Charles Clark, Chairman, called the meeting to order at 2:00 P.M.
Charles Clark asked the board members if they had any questions on the
investigation information before he calls for the owner.
Jeffrey Gibson, Animal Control Supervisor, stated that Mr. Smith (the victim)
would not be present and that he was not cooperating with Animal Control in the
investigation of this incident. Mr. Smith stated, to Officer Gibson, that he
had more important things to do than to attend the hearing. When the officer
asked about the bite on his back he did not wish to pull up his shirt and show
animal control the bite.
Jeffrey Gibson informed the board that Officer Smith, (the officer that
responded to the bite call) was on vacation, but stated in his report that it
took him over an hour to contain the dog and that Ms. Doran, mother of the
owner, acted afraid of the dog and was unable to help him with the dog.
Charles Clark called for Mr. Doran, the owner.
Mr. Doran stated that he has put up a 8 foot privacy fence and placed a lock on
the gate to be sure this would never happen again.
Mr. Doran informed the board that Mr. Smith walks on his property instead of
the city right-a-way.
Mr. Doran also stated he tried to talk with Mr. Smith about the incident but he
would only ignore him.
Maxine Lee asked Mr. Doran how long he?s had the dog.
Mr. Doran stated 2 years, every since he was a puppy and he has never had any
problems with him.
Rufus Riggs asked Mr. Doran if the dog was aggressive toward strangers.
Mr. Doran stated that the dog barks at strangers.
Charles Clark asked Mr. Doran to step outside while the board discussed the
incident and make a decision.
Kathy McCarley stated the dog showed aggressiveness.
Rufus Riggs stated that the board was here to protect the public and he felt
that Mr. Doran has taken the steps to do so and moved that the dog not be
classified.
Charles Clark called for a vote.
The vote was 5 to 1 (McCarley) not to classify the dog.
Charles Clark informed Mr. Doran of the board?s decision and adjourned the
meeting at 2:35 p.m.
