MINUTES OF MEETING

August 26, 2003



The Greater Columbus Golf Authority held the scheduled monthly meeting at Bull

Creek Golf Course. Members present were Chairman Donald Clack, Floyd

Washington, Rick Cravens, Dr. Earl Bagley, June Holder, Rev. Willie Hill and

Nancy Wilkeson. Richard Hagler and Rhudine Nelson had an excused absence. Staff

members present were John Milam and Steve Brown. Mr. Terry Moore and Mr. Ryan

Moore from Tifton Golf Services were also present.



Minutes of the July 22, 2003, meeting were approved as presented. Motion made

by June Holder and seconded by Rev. Hill.



Terry Moore stated with the break in the weather that the cart paths on hole 17

and hole 18 will be completed. Holes 4 through 12 will be buttoned up within

the next 10 to 14 days with work to be done on the traps, clean up around the

cart paths and general clean up. A projected opening date for those holes is

October 15th. Additional time is needed for the growing of the tee boxes on

holes 1, 2, 3, and 13 through 18. By finishing the cart paths, watering was

reduced and some of the sprigging did not grow on the tees. Holes 14 and 15

were re-sprigged on August 25th. Steve Brown suggested that over seeding the

tees could allow play to begin later this year. If weather does not cooperate,

we will have to wait until spring of ?04 to begin play.

The mower height for the greens has been lowered to 1/8" through Labor Day. The

mower will be raised to 3/10" beginning October 1st. Tees and fairways have

been sprayed with growth retardant and herbicide. Over-seeding of the tees will

begin in October. Repair work was done on hole 15 to alleviate the standing

water in the fairway.

Bull Creek was featured in Through the Green, a publication of the Georgia Golf

Course Superintendents Association. It was suggested to send a copy of the

magazine to the City Council Members and the Correctional Department.

Godwin Creek

The following numbers were reported:

$1200 losses for July 03 $5000 due from Yancey Foundation

$21,731 in arrears $5000 due from Columbus So. Open

$1200 in bank account $7000 owed in back taxes

Jon Harris of Charbroil (Bradley Company) called a meeting of the members to

stress the need for fund raising to keep the First Tee Program operating.



Report of John Milam, Director of Golf

Project Update: The new putting green will be a winter project and will be

sprigged in the spring with TifEagle. We have had 64.4" of rain this year,

which has created unforeseen problems with the grass (sodding versus

sprigging). John is keeping a very close watch to make sure we do not exceed

the budget. The bathrooms will cost approximately $3000 and will come out of

the operating account.



Financial Report:

Oxbow -- the expenses for fiscal year ?02 and ?03 are consistent. Revenue was

down about $50,000 from last year. Since their labor force is at an absolute

minimum, additional revenue must be generated.

Bull Creek -- actual losses were $243,741 for fiscal year ?03, better than

fiscal year ?02. Bull Creek saved an additional $100,000 in expenses during the

fiscal year.

Golf Cart Lease ? John Milam provided the authority members with a spreadsheet

on the three companies. The authority decided to go with Club Car proposal. We

will get 75 new carts on October 1st and the remaining new carts in the spring.

The new lease saves Bull Creek about $8000 per year.

A motion was made at 5:15 p.m. to adjourn by Earl Bagley and seconded by June

Holder.
