SUBJECT: Federal Emergency Management Agency ? Fire Prevention Grant

Recommendation: Approval is requested to submit an application and if approved
accept a Federal Emergency Management Agency Grant for up to $100,000 funded by
the FY2003 Assistance to Firefighters Fire Prevention and Safety Program.
Background: This grant will greatly enhance our ability to provide fire
prevention education to our community. The Fire Safety House, which is a
mobile classroom, has the capability of simulating real fire situations without
exposing participants to fire hazards; permits the practice of exiting
procedures during fires to include simulating smoke and fire; it also simulates
an exit door which is hot to the touch indicating that another route must be
taken to escape the fire; teaching kitchen safety (the unit is equipped with a
complete kitchen for simulations); it is also equipped with a sprinkler
demonstration system and a severe weather awareness package.
Analysis: The implementation of this program will greatly enhance our ability
to provide fire prevention education to schools, civic organizations, community
groups and businesses.
Financial Considerations: The attached resolution authorizes to submit an
application and if approved accept a grant for up to of $100,000 with a 30%
match from the Contingency Fund and amend the budget by increasing the
Multi-Governmental Fund 216 by a like amount
Legal Considerations: The Columbus Consolidated Government/Columbus Fire
Department is an eligible applicant under the grant eligibility requirements.

A RESOLUTION AUTHORIZING TO SUBMIT AN APPLICATION AND IF APPROVED ACCEPT A
FEDERAL EMERGENCY MANAGEMENT AGENCY GRANT (FEMA) FOR UP TO $100,000 FUNDED
UNDER THE FY2003 ASSISTANCE TO FIREFIGHTERS FIRE PREVENTION AND SAFETY PROGRAM
AND, APPROVE THE ALLOCATION OF A 30% CASH MATCH.
WHEREAS, the Columbus Consolidated Government is committed to supporting the
Columbus Fire Department through the implementation of fire preventative
programs in our city, and;
WHEREAS, the Columbus Fire Department has developed an application to provide a
Fire Safety House (a mobile fire prevention classroom), a one ton truck to tow
the Fire Safety House and appropriate fire prevention materials; and,
NOW, THEREFORE, THE COUNCIL OF COLUMBUS, GEORGIA HEREBY RESOLVES AS FOLLOWS:
That the City Manager is hereby authorized to:
1. Submit an application and if approved accept a Federal Emergency Management
Agency Grant for up to $100,000 funded by the FY2003 Assistance to Firefighters
Fire Prevention and Safety Program;
2. Approve a cash match of 30% from the General Fund Contingency;and,
3. Amend the budget by increasing the Multi-Governmental Fund 216 by a like
amount.
