CONSENT AGENDA



1. 2ND READING ? Rezoning property located at 5220 Boyd Drive from an R-1A

District to an R-2 District. (51-A-04-Cannon) (Councilor McDaniel) (Both the

Planning Advisory Commission and the Planning Division recommend approval.)



2. 2ND READING? Rezoning city-owned properties located within the area defined

in the Liberty District Master Plan from R-4, C-3 and M-1 Districts to R-1,

R-3, R-3A, R-4 and A-0 Districts. (52-A-04-Planning Division) (Councilor

McDaniel) (Both the Planning Advisory Commission and the Planning Division

recommend approval.)



3. CLASSIFICATION AND COMPENSATION SYSTEM:



Authorization is requested to execute a contract with the Board of Regents of

the University of Georgia for the Carl Vinson Institute of Georgia to conduct a

study for a new classification and compensation system and authorize the

acceptance of donated funds for said purpose. A resolution is attached.



4. QUIT CLAIM DEED - LOT 6, CREEKSIDE OF GREEN ISLAND:

Authorization is requested to execute a Quit Claim Deed to Leland D. Davis and

Margot G. Davis for a portion of utility and drainage easement located at Lot

6, Creekside of Green Island. The department of Engineering has examined the

property and has no objection to abandoning the easement. An agenda report, map

and resolution are attached.

5. TOWER SITE - GARFIELD DRIVE:

Authorization is requested to purchase the property at 0 Garfield Drive a/k/a

114-022-013 for the construction of a radio transmission tower. An agenda

report, map and resolution are attached.



6. NON-ENCLOSURES, ACTION REQUESTED:



TWO NEW ZONING PETITIONS:



(a) Petition submitted by D. R. Properties, LLC to rezone approximately 3.7

acres of property located at 1302, 1304, 1306, 1308, 1310, 1318 & 1320 - 16th

Street/ 1541 - 14th Avenue/ West end of 1538 - 13th Avenue from a C-2 and R-3A

Districts to an A-O District. (Recommended for conditional approval/denial by

both the Planning Advisory Commission and the Planning Division.)

The Planning Division recommends conditional approval of 1302, 1304,

1306 and 1308 - 16th Street and the west end of 1538 - 13th Avenue



The Planning Division is recommending denial of 1310, 1318 and 1320 -

16th Street and 1541 - 14th Avenue.





(b) Petition submitted by Gabriel Jones to rezone approximately 0.42 acre of

property located at 4347 Macon Road from an R-1A District to an R-3 District.

(Recommended for conditional approval by the Planning Advisory Commission and

1. Metal Roof Restoration at M.R. Service Center ? RFB No. 05-0010

A Mandatory Pre-Bid Conference/Site Visit is scheduled for 9:00 AM on September

28, 2004. Vendors shall convene at the Front Entrance of the M.R. Service

Center, 2401 Buena Vista Road, Columbus, GA. Vendors will be allowed a

10-minute grace period. Any vendor who is not present at the Front Entrance of

the M.R. Service Center within 10 minutes after the time slated for the

beginning of the Mandatory Pre-Bid Conference/Site Visit shall not be allowed

to participate any further in the bid process.

Scope of Bid

Provide one (1) water truck to be used by the Landfill Division of the Public

Services Department.



October 6, 2004

1. Half-House Curtain System ? RFB No. 05-0014

Scope of Bid

Provide all labor, equipment and materials to install a Half-House Curtain

System at Columbus Civic Center. The curtain shall be made of black 22 oz.

synthetic velour fabric with flame retardant.

Scope of Bid

Provide all labor, equipment and materials to install a new elastomeric

restoration system to the existing structural metal roof at Columbus Mental

Retardation Service Center.
