COUNCIL BRIEFING
Meeting
November 4, 2003
Members Present: Mayor Pro Tem John J. Rodgers and Councilors R. Gary Allen,
Wayne Anthony, Glenn Davis, Berry Henderson, Julius Hunter, Jr., Charles E.
McDaniel, Jr., Evelyn Turner Pugh (arrived at 5:20 p.m.) and Nathan Suber.
Also present were Mayor Robert S. Poydasheff, City Manager Carmen Cavezza and
City Attorney Clifton Fay.
Members Absent: Councilor Evelyn Woodson was absent.
Guest: Mr. Kyle Spenser.

Mayor Pro Tem Rodgers called the meeting to order at 5:18 p.m. in the Council
Chambers Conference Room, Plaza Level, Government Center.
ISTEA Grant:
City Manager Cavezza advised that on the agenda tonight, there is a request for
an ISTEA grant for $1 million that Tree Columbus, Inc. has submitted. He
explained that the intent is to use it for a streetscape project along Veterans
Parkway. He said that he would allow the representatives to speak further
regarding the project.
Mr. Kyle Spenser, representing Tree Columbus, Inc., came forward to provide the
schematic of the building as drafted by Jordan, Jones and Goulding. He
explained that the total project would be approximately $3 million with Trees
Columbus, Inc., under the requirements, would have to raise approximately 20%
of that total amount. Using a large drawing, he briefly illustrated the
project. He then recommended that the Council approve the submittal of the
grant.
City Manager Cavezza added that the match would be private money and we also
have an application in for the same ISTEA Grant for $1 million for the
Riverwalk around Bibb Mill. He pointed out that the applications would not
compete with one another and hopefully we can receive both.
Truck Spill:
City Manager Cavezza advised that there was a spill in Phenix City at Highway
280 and 80. He said there was a truck with chemicals that tipped over. He
said that our Hazmat people are over there, and they have the situation under
control. He mentioned that it would be tying up traffic for a while around the
J. R. Allen Parkway on the west side.
