Wireless Communication Tower -
1720 Warm Springs Road

On October 14, 2002, the Columbus Council reviewed a request for a special
exception use to reduce the residential setback of a wireless communications
tower at 1720 Warm Springs Road, from 300 feet to 160 feet. The request
received an inconclusive vote of four to three. The case was withdrawn by the
applicant in order to explore other alternatives.
Under the Unified Development Ordinance (UDO), a concealed structure or tower
may be approved administratively, provided the property is located in a
commercial zone. This property is located in a Neighborhood Commercial (NC)
zone, which makes it eligible for this approval process. The applicant for
this site proposes to construct a flagpole structure, which will conceal the
wireless communication facility. The structure will be 130 feet in height and
will be required to design the equipment building to reflect the architecture
in the area, plus all landscaping and design criteria as established under the
ordinance.
While there is no notification process required for administrative review,
staff did send out notifications within 300 feet, to 19 property owners, Three
responded in opposition to any reduction in the minimum residential setback for
a tower structure. Since, by definition, this is considered to be a concealed
structure and not a tower, the residential setback would not apply to this
request.
Staff has reviewed the proposal and is prepared to recommend approval of this
concealed flagpole structure at 130 feet. Attached are some renderings of what
the proposed flagpole would look like at this site.
