(A) EMERGENCY PURCHASE OF PUMPS FOR THE SCHATULGA ROAD LANDFILL
It is requested that Council authorize the emergency purchase of five pumps,
for the wells at the Schatulga Road Landfill, from QED Environmental System,
Inc., in the amount of $14,070.05. Water is accumulating, at a tremendous
rate, in the wells at the Schatulga Road Landfill. The increasing water levels
require City staff to manually pump the wells out, on a regular schedule, in
order to remain compliant with the City?s Air Quality Permit. The requirement
to pump the wells by the City staff reduces the available staffing at the
landfill for operation. This, in turn, requires overtime in order to meet
staffing requirements. The pumps will provide the required automation to
maintain proper water levels, as well as, reduce the amount of overtime.
QED provided pumps, under $10,000, for a similar emergency situation at Pine
Grove Landfill in September 2003. Therefore, City staff is aware of the
quality of work provided by QED in this type of situation, and requested
approval of the emergency purchase from the vendor. The City Manager?s office
approved the emergency procurement for the Schatulga Road Landfill, per the
Procurement Ordinance, Article 3-115.
Funding is available in the FY04 Budget; Integrated Waste Management Fund ?

(B) 30 FT LOW FLOOR DIESEL BUS
It is requested that Council approve the purchase of one (1) 30 ft. Low Floor
Diesel Bus from Orion Bus Industries (Ontario, Canada) in the of $248,314.00.
The bus is a replacement that will be utilized by the METRA Transit System.
To accommodate this purchase as expediently as possible, the City is
participating in an RFP administered by the Capital District Transportation
Authority of Albany, NY. The City?s Procurement Ordinance, Article 9-101,
?Cooperative Purchasing Authorized,? allows for participation in this RFP.
The RFP administered by the Capital District Transportation Authority, Request
for Proposal No, CDTA-02-01, issued March 20, 2001, is an annual contract for
thirty-foot (30?) low floor, heavy-duty, diesel-powered buses. Proposals were
received on June 19, 2001. Orion bus Industries was the successful vendor and
entered into a contract with the Capital District Transportation Authority in
Albany, NY for a 5-year period. The procurement process administered by the
Capital District Transportation Authority meets the procurement requirements of
Columbus Consolidated Government. Per Resolution No. 179-04, the City
purchased two (2) 30 ft. low floor diesel buses from Orion Bus Industries, in
April 2004, via the same cooperative purchase. The vendor has agreed to
provide the additional bus per the same contract.
Funds are budgeted in FY04 Budget, 1999 SPLOST ?99 SPLOST Buses ? Buses ? Clean
Air Buses; 0540-695-2137-TXBS-7724-50820030. (City 10%; State 90%).

1. Red Light Enforcement System (Annual Contract) ? RFP No. 04-0024
Scope of RFP
Furnish, install, implement and maintain an automated red light enforcement
system for the City of Columbus, Georgia. The contract will run for one (1)
year from the award date with provision to renew in one (1) year intervals for
three (3) additional years based on satisfactory compliance.

1. Community Planning Consulting Services ? RFP No. 04-0022
Scope of RFP
Columbus Consolidated Government is soliciting proposals for consulting
services for community planning for Columbus/Muscogee County. The selected
firm will provide consulting services, which provide direction for community
planning strategies for the County and the updating of the Comprehensive Plan.
Examples of the planning strategies are land use, historic preservation and
neighborhood conservation, transportation infrastructure, and pedestrian
movement and access.
2. Paratransit Scheduling System ? RFP No. 04-0023
Scope of RFP
Provide a paratransit scheduling system to Metra Transit System. The
paratransit scheduling system must contribute to the improvement of passenger
transport and duty planning with innovative and technologies and services. It
must improve the quality of transit services, increase productivity and create
a better and more efficient business.
