An Ordinance amending the Zoning Atlas of the Consolidated Government
of Columbus, Georgia; this amendment changes certain boundaries of a district
located on the west side of Talbotton Road, between Olive Street and 27th
Street, from R-4 (High Density Residential) District to A-O (Apartment-Office)
District.
THE COUNCIL OF COLUMBUS, GEORGIA, HEREBY ORDAINS:
That the Zoning Atlas on file with the Planning Division of the
Department of Community and Economic Development be, and the same is hereby
amended by changing the following described property from R-4 (High Density
Residential) District to A-O (Apartment-Office) District:
All that portion of the parcel lying in the City of Columbus, Muscogee County,
described as the George Foster Peabody Apartments and being more particularly
described as follows:
COMMENCING at a concrete monument at the northwest corner of the intersection
of Talbotton Road and 12th Avenue, said point being the point of commencement;
thence South 57 degrees 48 minutes 00 seconds West a distance of 125 feet along
the right-of-way line of Talbotton Road to a property corner being the point of
beginning; thence South 57 degrees 48 minutes 00 seconds West a distance of
743.75 feet along the right-of-way of Talbotton Road to a property corner;
thence North 25 degrees 13 minutes 00 seconds West a distance of 159.55 feet to
a property corner; thence South 64 degrees 10 minutes 00 seconds West a
distance of 95.02 feet to a property corner; thence North 27 degrees 46 minutes
54 seconds East a distance of 50.22 feet; thence North 59 degrees 21 minutes 12
seconds East a distance of 168.80 feet; thence South 31 degrees 40 minutes 44
seconds East a distance of 58.64 feet; thence North 57 degrees 58 minutes 18
seconds East a distance of 522.52 feet; thence North 53 degrees 15 minutes 19
seconds East a distance of 50.03 feet; thence North 44 degrees 04 minutes 36
seconds East a distance of 103.55 feet; thence South 60 degrees 35 minutes 00
seconds East a distance of 82.70 feet to a property corner; thence South 01
degrees 23 minutes 30 seconds East a distance of 128.04 feet to the point of
beginning.
The above-described property is being rezoned with the following conditions:
1. All lighting shall be deflected internally using deflector shields.
2. No external trash dumpsters / compactors shall be located along the property
lines bordered by the R-4 zoning district.
3. All external trash dumpsters / compactors shall be visually obstructed by a
structure that is aesthetically similar to the proposed development.
4. A deceleration lane shall be required as determined by the City Traffic
Engineer.
5. On-site circulation and access to the site shall not interfere with the
movement function of the arterial street.
6. The roadway design shall include sidewalks along public streets.
