Week 5 Session Report

Days 17-21

Overview

This week, the Georgia General Assembly was in session, considering legislation

Monday through Friday, days 17 through 21 respectively. The General Assembly

will be off President?s Day, Monday the 21st and work Tuesday through Friday

(Days 22-25). In addition, they will be off Monday and Tuesday the 28th and

March 1st to work on the budget, and resume session work on Wednesday the 2nd

for the 26th legislative day.

Tort Reform:

Last week, the House passed SB 3, the Senate?s comprehensive tort reform bill

that revises civil litigation procedures and puts a limit on the damages that

juries can award in medical malpractice trials with a few changes, namely a

$350,000 and $1.05 million for multiple defendants cap on noneconomic damages.

This week, the Senate ?Agreed? to the changes made by the House. The Governor

signed SB 3 into law this week making the bill effective immediately.

Budget

The House and Senate sent the FY05 Supplemental budget to a Conference

Committee on Thursday. House conferees include: Speaker Pro Tempore Mark

Burkhalter, Majority Leader Jerry Keen, and Chairman of Appropriations Ben

Harbin. Senate Conferees include: Appropriations Chair Jack Hill,

Appropriations Vice Chairman Tommie Williams, and Majority Leader Bill

Stephens.
