Subject Alleyways
Description Have the staff to look into the concerns of the Council, as it
relate to alleyways and possibly consider giving the land to the alleyways to
those property owners and just allow an easement for the utilities. (Request of
Councilor McDaniel)

Response 01/19/2005 Each alley must be considered on an individual basis.
There are many alleys in Columbus that the residents use to access their
garages (which are located in the rear of the properties). We do not transfer
any alleys unless the alley is considered abandoned and no longer needed for
public access. Also, the alleys are split 50/50 to each adjacent property
owner and each owner must agree to accept the property before we can quit claim
the entire alley. We may have as many as 40 or more property owners in a block
that we would need to get concurrence from and this would place an extreme
burden on staff resources. We currently work with individual property owners
to transfer any alleys on an as requested basis.
