The Board of Elections and Registrations board meeting was held February 12,
2002 at 2:00 p.m.
Members present: Jan Dickens ? Chairperson
Margaret Jenkins
Eleanor White
Ken Barfield
Walter J. Wright, Jr.
The Chairperson, Jan Dickens called the meeting to order.
Mr. Larry Love was invited to the board meeting to address issues concerning
the relocation of the office. Mr. Love committed to the board that things will
be done by March 15th or sooner.
COMMENTS:
Nancy thanked the board for rescheduling the board meeting so that she was able
to attend the Youth Advisory Council Day at the Capitol in Atlanta.
NEW BUSINESS:
BUDGET: Nancy provided the board with all line items to be budgeted for
operating expenses. Mr. Wright suggested that the pay for the precinct managers
be set at $160, assistant managers $125 and the clerks $90. The board members
will be getting an increase to $160 for each election day.
Ken Barfield asked about the election of the chairperson of the board.
According to the by-laws, there is no specific date when a chairperson is to be
elected. The chairperson shall serve at the pleasure of the board and serve a
two year term. Ken Barfield made a motion to re-elect Jan Dickens as
chairperson. Mr. Wright seconded, vote was unanimous. Eleanor White made a
motion to re-elect Walter Wright as vice-chairman, Margaret Jenkins seconded,
vote was unanimous.
Jan stated to the board that she appreciated the confidence the board has shown
in re-electing her.
Nancy asked for guidance on training dates for the precinct workers. Ken
Barfield made a motion that the precincts be divided up in X number of
precincts per board member so that the members could become active in training
the individual precinct workers. This way the board could have some recourse
when problems were encountered.
Nancy suggested that the board may want to think about getting area managers
for the precincts. This issue will be postponed until the next board meeting.
Margaret Jenkins suggested developing an evaluation form to be completed by the
poll workers after the training sessions. Nancy will do a proposal on training
for the next board meeting. Ken Barfield stated that he thought the clerks
should attend training sessions separate from the precinct managers and
assistants. Eleanor White stated that the managers and clerks should be trained
at the same time.
GOVERNMENT CENTER SECURITY: Nancy informed the board that she had talked with
Sheriff Johnson and that the area on the plaza cannot be opened for the public
to have access during election day. The people who will be voting at the
Government Center will be required to go through security. Nancy also told the
board that if they wanted the precinct moved to another location, a decision
needed to be made so that the Justice Department could be notified. A decision
will be made at the next board meeting. Mr. Wright asked that Nancy get
Sheriff Johnson to attend a future board meeting for a discussion on security.
Being no further business to discuss, the meeting was adjourned.
