MINUTES OF THE MEETING OF THE

DEVELOPMENT AUTHORITY OF COLUMBUS GEORGIA

April 16, 2003

Bob Gilson, Chairman, noting that a quorum was present and proper notice had

been given in accordance with the requirements of Georgia law, called the April

16, 2003 meeting to order.





LEGAL ISSUES

Upon motion made by Allen Taber and seconded by Fernando Verdree, the Authority

unanimously adopted a Supplemental Bond Resolution for the Victory Crossing

Project which approves an interest rate of 1.22% on the $6,700,000. Ed Sprouse

reported that the hearing would be held on Friday, April 18th.



OTHER ISSUES:

1. FLBC ? Ed Sprouse reported that a letter will be sent to the City Planning

Division this week asking that the application for rezoning portions of FLBC be

removed from the table. The Authority is requesting that the pending

application with the exclusion of the land being purchased by The City be

considered for rezoning remaining land. An intergovernmental agreement between

The City and the Authority for the purchase of some FLBC land is being drawn up.

2. MTP ? The Authority is requesting that 400 acres be deeded from The City to

the Authority.



There being no further business to come before the Authority and upon motion

made by Dick Ellis and seconded by Fernando Verdree and unanimously adopted,

the meeting was adjourned.
