SUBJECT: Muscogee County Prison Promotion Policy



INITIATED: Request of MCP Warden







Recommendation: Approve an Ordinance adopting a revised promotion policy for

the Muscogee County Prison.



Background: Article I, Section 14.1 of the Columbus Code adopted the rules of

the State Board of Corrections for matters relating to the conduct and control

of inmates at the Muscogee County Prison. Other administrative procedures have

been handled under the general authority granted by Section 4-102(2) of the

Columbus, Georgia Charter, including a promotional procedure for the rank of

correctional sergeant that has been used by the Muscogee County Prison since

1991.



Analysis: Since 1991 significant changes have occurred at the Muscogee County

Prison. Examples of these changes include increases in inmate population, the

size of the physical facility, the number of employees, the structure of the

rank system and the opportunity for promotion. Accordingly, there is a need to

update the existing promotion policy to reflect current organizational needs

and requirements.



Legal: Approval of the Columbus Council is required.



Financial Considerations: There is no additional cost associated with the

proposed ordinance.



Recommendation/Actions: Recommended by the Muscogee County Prison Warden, the

Public Safety Director and the Human Resources Director.
