SUBJECT: RESTITUTION GRANT
INITIATED BY: JUVENILE COURT

Recommendation: Authorize the Mayor to submit and if approved accept a grant
of $32,676 from the Office of the Governor, Children and Youth Coordinating
Council from funds allocated by Congress from the Juvenile Justice
Accountability Block Grant and amend the Multi-Governmental Fund.
Background: Funds have been allocated to the State of Georgia to improve the
Juvenile Justice System in Georgia. Columbus is eligible for $32,676.
Analysis: The funds will be used for restitution, community service, gender
specifics and Juvenile Drug Court. The grant period begins on October 1, 2003
through September 30, 2004.
Financial Considerations: The grant is for $32,676 with a matching fund
requirement of $3,631. The funds will be used to provide services for youth
referred to Juvenile Court.
Legal Considerations: The Columbus Consolidated Government has been notified
of its eligibility to receive these funds.

A RESOLUTION AUTHORIZING THE MAYOR TO SUBMIT A GRANT TO THE OFFICE OF THE
GOVERNOR, CHILDREN AND YOUTH COORDINATING COUNCIL FOR $32,676 TO FUND THE
COLUMBUS/MUSCOGEE COUNTY JUVENILE COURT RESTITUTION PROGRAM FOR A THIRD YEAR
AND TO AMEND THE MULTI-GOVERNMENTAL.
WHEREAS, funds have been made available from the office of the
Governor, Children and Youth Coordinating Council for the purpose of improving
the juvenile justice system; and,
WHEREAS, Columbus is eligible for $ 32,676 to fund this program for a
third year; and,
WHEREAS, a coalition was formed to determine how these funds are to be
spent. The coalition was formed and voted to implement a victim restitution
program; and,
WHEREAS, the Office of the Governor, Children and Youth Coordinating Council
requires a 10% match ($3,631) which will be provided from the general fund.
NOW, THEREFORE, THE COUNCIL OF COLUMBUS, GEORGIA HEREBY RESOLVES:
That the Mayor is hereby authorized to submit and if approved accept a
grant from the Office of the Governor, Children and Youth Coordinating Council
for $32,676 to fund a Columbus/Muscogee County Juvenile Court Restitution
Program for a third year and amend the Multi-Governmental Fund by a like amount.
Introduced at a regular meeting of the Council of Columbus, Georgia,
