Recommendation: Approval is requested to submit and if approved accept a LLEBG

Grant for $204,006 from the Bureau of Justice Administration. Request the

Multi-Governmental Fund be adjusted by $5,200.



Background: This is a continuation of the grant program that the Council has

approved in the past. On July 17, 2002 the BJA Advisory Board met to hear

recommendations for the expenditure of FY2002 funds. The board unanimously

voted to approve the attached projects from the Muscogee County School

District, the Muscogee County Sheriff?s Office, the Columbus Police Department,

the Columbus Fire Department, the Marshal?s Office, the Solicitor General?s

Office and Children?s Tree House.



Analysis: The allocated funds will be utilized to fund projects in the Musocgee

County School District, the Muscogee County Sheriff?s Office, the Columbus

Police Department, the Columbus Fire Department, the Marshal?s Office, the

Solicitor General?s Office and Children?s Tree House.



Financial Considerations: The attached resolution will authorize the acceptance

of the grant of $204,006 from LLEG, the allocation of $22,667 as the 10%

matching funds and $18,127 from unspent grant monies from previous years for a

total of $244,800. Staff had anticipated the submission and acceptance of

this grant in the FY03 budget process and budgeted $250,000. The

Multi-Governmental Fund needs to be adjusted by $5,200 for the grant total.

The amount of $18,127 is being allocated to the Muscogee County School District

for security cameras as outlined on Attachment #1.



Legal Considerations: As required by the grant the BJA/LLEBG Advisory Board

approved the allocation of funds, a public hearing is being held to discuss the

allocation of funds and a request is being made for Council approval.



Recommendation/Action: Authorize the City Manager to submit and if approved

accept a LLEBG Grant for $204,006 from the Bureau of Justice Administration.

Amend the budget by adjusting the Multi-Governmental Fund by $5,200.

A RESOLUTION AUTHORIZING THE CITY MANAGER TO SUBMIT AND IF APPROVED

ACCEPT A LOCAL LAW ENFORCEMENT BLOCK GRANT FOR $204,006 FROM THE BUREAU OF

JUSTICE ADMINISTRATION TO FUND PROGRAMS IN THE MUSCOGEE COUNTY SCHOOL DISTRICT,

THE MUSCOGEE COUNTY SHERIFF?S OFFICE, THE COLUMBUS POLICE DEPARTMENT, THE

COLUMBUS FIRE DEPARTMENT, THE MARSHAL?S OFFICE, THE SOLICITOR GENERAL?S OFFICE

AND CHILDREN?S TREE HOUSE. THE REMAINING BALANCE OF THE GRANT WILL BE

APPROPRIATED FROM UNSPENT GRANT FUNDS FROM PREVIOUS YEARS ($18,127) AND A

TRANSFER IN FROM THE GENERAL FUND OF $$22, 667) FOR A TOTAL OF $244,800.



WHEREAS, the Columbus Consolidated Government is committed to providing

support for the Public Safety Projects in our community; and,



WHEREAS, these funds will support projects which improved the agencies

ability to provide services to our community; and,



WHEREAS, the Muscogee County School District, the Muscogee County

Sheriff?s Office, the Columbus Police Department, the Columbus Fire Department,

the Marshal?s Office, the Solicitor General?s Office and Children?s Tree House

have submitted proposals for funding; and,



WHEREAS, the BJA/LLEBG Advisory Board has approved the allocation of

funds for the proposed projects (see attachment #1); and,



WHEREAS, a public hearing has been held on this date; and,



WHEREAS, the total grant amount is $244,800 with $204,006 being

provided by the LLEBG and 10% or $22,667 being provided as a local match;

$18,127 from unspent grant funds from previous years.



WHEREAS, the acceptance of this grant will require an amendment

adjusting the Multi-Governmental Fund 216 by $5,200 since $250,000 was budgeted

during the FY03 budget process.



NOW, THEREFORE, THE COUNCIL OF COLUMBUS, GEORGIA HEREBY RESOLVES:



1) That the City Manager is hereby authorized to submit and, if approved,

accept a Local Law Enforcement Block Grant for $204,006 from the Bureau of

Justice Administration to fund programs in the Muscogee County School District,

the Muscogee County Sheriff?s Office, the Columbus Police Department, the

Columbus Fire Department, the Marshal?s Office, the Solicitor General?s Office

and Children?s Tree House.



2) Amend the Multi-Governmental Fund 216 by $5,200.







Introduced at a regular meeting of the Council of Columbus, Georgia held the
