Job Title: Deputy City Manager



Grade: G16 Salary: $65,316 Biweekly: $2,512.19 To: $97,975

Major Duties/Responsibilities: Manages And Directs The Development Resource Center, To Include City

Planning, Economic Development, Comprehensive Planning, Zoning

Administration, Building Codes And Inspections, Planning And Review For All

County Construction, Engineering, Transportation Planning, Storm

Water Monitoring, Community Reinvestment, Community Development Block Grants,

Community Improvement, Real Estate Management, And All City Building Projects.

Assists In The Direction And Management Of All City Operations, Including

Implementing City Policies And Procedures, Participating In Major Negotiations,

And Coordinating Special Projects For The City Manager. Supervises, Directs,

And Monitors Assigned Departments And Programs; Oversees The Development Of

Policies, Goals, And Objectives; Reviews Department Organization And Management

Systems For Efficiency. Provides Information, Recommendations And Complex

Administrative Support Regarding City Operations To The City Manager, Mayor,

And City Council. Investigates And Prepares Reports On Specific Requests And

Complaints Pertaining To Various Governmental Activities. Coordinates

Activities With Ccg Departments And Outside Organizations. Confers With And

Responds To Inquiries From Residents, Taxpayers, Businesses, And Other

Individuals, Groups, And Outside Agencies Having An Interest Or Potential

Interest In The Affairs Of The City; Interprets Policies And Programs To The

Public As Necessary. Conducts Research, Performs Analyses, And Develops

Recommendations On City-Wide Work Methods, Operating Policies And Procedures,

Programs, Services, And Other Administrative Issues; Observes Program

Operations; Analyzes Findings And Implications. Gathers And Analyzes Data On

Existing Programs; Conducts Surveys And Prepares Proposals, Including

Financing, Staffing, And Organization Requirements. Negotiates Contracts And

Solutions On A Variety Of Administrative, Fiscal, And Special Projects;

Participates In The Preparation Of Program Or Special Project Budgets; Analyzes

And Prepares Recommendations On Budget Requests; Monitors Appropriate Budget

Accounts. Participates In The Development And Administration Of The City

Budget; Directs The Forecast Of Funds Needed For Staffing, Equipment,

Materials, And Supplies; Monitors And Approves Expenditures; Implements Midyear

Adjustments. Prepares And Presents Reports To The City Council And Other

Governing Bodies. Monitors Legislation Affecting City Operations And

Activities; Interprets Laws And Regulations As They Relate To City And County

Government; Prepares Related Reports. Performs The Duties Of The City Manager

As Necessary Or In His/Her Absence; Represents The City Manager At Meetings Or

Functions. Selects, Trains, Motivates, And Evaluates Assigned Personnel;

Establishes And Monitors Employee Performance Objectives; Prepares And Presents

Employee Performance Reviews; Provides Or Coordinates Staff Training;

Implements Discipline And Termination Procedures. Carries Out A Continuous

Effort To Improve Operations, Work Processes And Works Cooperatively And

Jointly To Provide Continuous Improvement And Customer Driven Service.

Performs Other Related Duties As Assigned.

Administration Of Citywide Programs. Skill In Analyzing, Interpreting,

Summarizing, And Presenting Information And Data. Skill In Interpreting And

Applying City Policies, Procedures, Laws, And Regulations. Skill In Analyzing

Problems, Identifying Alternative Solutions, Projecting Consequences Of

Proposed Actions, And Implementing Recommendations In Support Of Goals. Skill

In Negotiating Appropriate Solutions And Contracts. Skill In Supervising,

Training, And Evaluating Assigned Staff, Including Directing Department Heads

In Policy Implementation. Skill In Developing, Administering, Coordinating,

And Monitoring A Large City Budget. Skill In Developing, Evaluating, And

Improving City Operations, Procedures, And Policies. Skill In Interpersonal

Relations. Skill In Oral And Written Communication.



Minimum Educational Requirements: Bachelor's Degree From A Four-Year College Or University In

Business Administration, Public Administration Or A Related Field (Master?s

Degree Preferred); Four To Six Years Of Progressively Responsible Related

Experience; Or Any Combination Of Education, Training And Experience Which

Provides The Required Knowledge, Skills And Abilities To Perform The Essential

Functions Of The Job.
