installing a four-way stop sign at the intersection of Lancaster Drive & 23rd

Response A speed study was conducted at this location on January 30 and 31.
The average speed for North and South Bound traffic on Lancaster was less than
27 MPH. The average speed for 23rd East and West Bound traffic was less than
28 MPH. The assigned speed limit for both Streets is 30 MPH. At this time there
is not justification to make any changes at this location.
