Subject Property with Overgrown Grass & Weeds
Description In regards to a telephone call received from a citizen who pointed
out that some of the properties owned by the School District have not been
keeping up with our basis proposals, have the staff to contact Mr. Miles
Caggins regarding this matter. (Request of Mayor Poydasheff) )
Have the staff to look at a program whereby we can have youths during the
summer months to cut the grass of those houses whereby the owner of the
property let their property overgrow, and consider having the City pay for the
salaries of the youths. Also, look at what are the legal requirements of doing
that. (Request of Councilor Turner Pugh)

Response Staff has called Mr. Myles Coggins with the School District regarding
citizen concerns with weed control. Having youths in the summer youth program
to cut grass on overgrown property of absentee property owners would require
supervision of a staff person and the purchase of equipment to perform the
grass cutting as well as transportation requirement. Additionally, we would
assume liability for any property damages that the owner may claim.
Our current process does not require any additional city personnel or equipment
cost. A contractor does the work and assume any liability that may result from
the grass cutting. The cost of the grass cutting is billed to the property
owner. The city adds an administrative charge to the property owner's bill for
having to process the clearing.
