A meeting of the Board of Historic and Architectural Review was held on Monday,

March 10, 2003, at 3:30 p.m., 420 10th Street, Government Center Annex

Building, 1st Floor Conference Room.

I. CALL TO ORDER



The meeting was called to order by Chairman John Sheftall. A quorum was

present. A motion was made by Craig Davis to approve the February 10 Meeting

and Call Meeting Minutes. Teresa Tomlinson seconded the motion. The motion

passed.





II. REVIEW OF APPLICATIONS



1. HD0302-07: Located 1200 6th Avenue, Chamber of Commerce, applicant.

Tom Scott presented the case. The request was to replace an existing front

sidewalk with a personalized-brick walkway. The Board reviewed and discussed

the application. Saundra Green motioned to approve the application. Teresa

Tomlinson seconded the motion. The motion passed.



2. HD0303-01: Located 2047 Wynnton Road, Billy Fowler, applicant.

Billy Fowler presented the case. The request was to create a new asphalt

parking area for a commercial property on the front yard, using an existing

entrance on Peacock Avenue for access. The staff report recommend denial of

the application. The Board reviewed and discussed the application. Teresa

Tomlinson motioned to approve the application. Saundra Green seconded the

motion. The motion passed.



3. HD0303-02: Located 1205 Munro Avenue, Mark & Maria Lesh, applicants.

Mark Lesh presented the case. The request was to replace a chain-link fence

with an 8ft wood privacy fence along the side and rear of their residential

property, including a gate. Fence would have 2ft of lattice at the top. The

staff report recommended a 6ft maximum fence height. The Board reviewed and

discussed the application. John Gower motioned to approve the application as

submitted. Saundra Green seconded the motion. The motion passed.





4. HD0303-03: Located 436th 1st Avenue, Garry Curtin, applicant.

Garry Curtin presented the case. The request was to construct a wood deck on

rear of residence and construct a 3-car garage at rear of property which will

have painted hardy plank siding and asphalt shingles to match house. The staff

report recommends approval. The Board reviewed and discussed the application.

Craig Davis motioned to approve the application. Andy Hidle seconded the

motion. The motion passed.



5. HD0303-04: Located 1626 17th Avenue, Samuel Hatcher, applicant.

Woody Gilliam presented the case. The request was to replace existing rear

door with wood 15-light French patio door. The staff report recommended

approval. The Board reviewed and discussed the application. Craig Davis

motioned to approve the application. John Gower seconded the motion. The

motion passed.



6. HD0303-05: Located 1220 Cedar Avenue, Will Barnes, applicant.

Will Barnes presented the case. The request was to construct new 2-car carport

and uncovered parking pad in rear of residence; construct new driveway to rear

parking; replace two doors with windows to match existing on south fa?ade and

one on west fa?ade; remove attached storage area near rear door; modify rear

entrance and construct deck; add wood 8? privacy fence around rear yard with

matching pedestrian and driveway gates. The staff report recommends approval of

the application. The Board reviewed and discussed the application. Craig Davis

motioned to approve the application. Saundra Green seconded the motion. The

motion passed.



7. HD0303-06: Located 1809 Wildwood Avenue, Julie Smith, applicant.

Julie Smith presented the case. The request was to remove white vinyl fence at

sidewalk; remove non-historic screened front porch; replace front storm door

with screen door; modify front fa?ade by replacing flat wood siding on gable

with arched stucco fascia; add new arched louver. The staff report recommends

approval of the removal of the fence and screened front porch and does not make

a recommendation concerning the gable alterations. The Board reviewed and

discussed the application. Teresa Tomlinson motioned to approve the

application. Saundra Green seconded the motion. The motion passed.



8. HD0303-07: Located 1533 Eberhart Avenue, Stephanie Bryan, applicant.

Julie Smith presented the case. The request was to construct a covered porch

over the front door. The porch will match existing side porch in materials and

style. The staff report recommends approval. The Board reviewed and discussed

the application. Craig Davis motioned to approve the application. Saundra

Green seconded the motion. The motion passed.



9. HD0303-08: Located 1411 Elmwood Avenue, Julie A. Smith, applicant.

Julie Smith presented the case. The request was to demolish a non-historic

detached carport at rear of the residence; construct a new arched porte-cochere

over existing driveway; construct new addition and garage at rear of house.

Addition will have two shed dormers on rear of house, new egress windows in the

sides of the exiting gables and raise the elevation of the main ridge by 18?.

Also to replace existing front windows with single pane, true divided light

?cottage? type windows, which will extend lower than present sill; remove

existing side porch and replace with bathroom within the same front. The staff

report recommends approval for the application, excluding the replacement of

the original windows and construction of the porte-cochere. The Board reviewed

and discussed the application. Teresa Tomlinson motioned to approve the

application. Saundra Green seconded the motion. The motion passed.





10. HD0303-09: Located 802 Broadway, Thomas Gates, applicant.

Thomas Gates presented the case. The request was to add a 12?x12? wood gazebo

with asphalt

Shingles in front yard of property and add commercial sign near front sidewalk.

The staff report recommends approval of the sign and denial of the gazebo. The

Board reviewed and discussed the application. Teresa Tomlinson motioned to

deny the gazebo and approve the sign, with a stipulation that the sign be the

same height as other signs on the street. Saundra Green seconded the motion.

The motion passed.



11. HD0303-10: Located 810 3rd Avenue, Sia Etemadi, applicant.

Sia Etemadi presented the case. The request was to demolish a non-historic

commercial building and use site for residential parking until construction for

a new building commences. The staff report recommends approval of the

application. The Board reviewed and discussed the application. John Gower

motioned to approve the application. Saundra Green seconded the motion. The

motion passed.





III. OLD BUSINESS



The Board discussed a revised draft of the policies. Teresa Tomlinson motioned

to accept the policies. Andy Hidle seconded the motion. The motion passed.



IV. NEW BUSINESS



The Board excused the absence of Dora Jackson and Andy Gilbert, and Thomas

Pooler from today?s meeting.



V. ADJOURNMENT



There being no further business the meeting was adjourned.
