MINUTES # 03-05



The Columbus, Georgia, Board of Tax Assessors met Wednesday, January 19, 2005,

at 2:00PM with Chairman Lawton Grantham, Assessors Richard Stallings, Ann

Grantham, William Braxton and Pat Hunter present. Also present was Chief

Appraiser Martin J. Land.



Assessor William Braxton made a motion to approve Minutes # 02-05, Assessor Pat

Hunter seconded the motion, motion carried unanimously.



The Board approved assessment corrections for real estate.



The following VA letters of application for VA exemption were reviewed and

approved:

Met with Dr. Wilhite representing Christ for India, Inc. requesting

non-taxability for property located at 7300 Old Moon Rd (Parcel ID 081 022

001 and 001H). Dr. Wilhite said Christ for India, Inc .is a non-profit

organization, they are also known as Hopegivers International. He said Christ

for India is an agency supporting orphans, churches and lepers in India. He

said the majority of their income is charitable gifts from individuals across

the United States. He said the house at 7300 Old Moon Rd has been converted

into their corporate office. He said they had four fulltime employees and two

part-time employees. The Board asked Dr. Wilhite how much land did the property

have. Dr. Wilhite said they own about 11 acres. The Board asked how much land

is being utilized for the office. He said within the next 5 years they plan to

build a 7,000 sqft building to train missionaries to go to India. The Board

asked him to furnish a plot plan showing where the house is located. The Board

advised Dr.Wilhite one of the reasons the non-taxable status was denied for

2004, because it was listed as non-compliant with the Secretary of State. He

said he was not aware of this and will check it out. He said he will send a

copy of the plot plan and information showing they are in compliance with the

Secretary of State.



Met with Mr. Rowsey regarding his personal property account # 06460701. Mr.

Rowsey said he was a physical therapist and planned going into business for

himself. He said he opened his business in 2002 and closed in December 2003. He

said he was hired by St. Francis Hospital and was working there fulltime. He

said he never opened his business. He said he called the Business License

Office and told them he went out of business. He said he did not know he had to

file a personal property return, since he never went into business. The Board

took no action.
