DEVELOPMENT AUTHORITY OF COLUMBUS GEORGIA
January 8, 2004

Bob Gilson, Chairman, noting that a quorum was present and proper notice had
been given in accordance with the requirements of Georgia law, called the
January 8, 2003 meeting to order.
MINUTES
Upon motion made by Stella Shulman and seconded by Fernando Verdree, the
Authority unanimously approved the minutes of the December 4, 2003 and December
15, 2003 meetings hereto attached as Exhibits ?A-1 and A-2?.
FINANCIAL REPORT
Fernando Verdree reviewed the financial report for December 2003. Upon motion
made by Dick Ellis and seconded by Allen Taber, the Authority unanimously
approved the December 2003 Financial Report which is attached hereto as Exhibit
?B?.
ECONOMIC DEVELOPMENT UPDATE ? Attached hereto as Exhibit ?C?.
1. Projects: Becca Hardin reported that there are 23 active projects with 10 of
them being ?hot?. CIS will be having a groundbreaking on February 11th. There
have been 6 suspects and 4 website requests. There are 3 active prospects in
South Columbus. In 2003, 1,246 new jobs were created and capital investments
were $109,250,000.
2. Marketing: Participation with Greater Georgia continues. Billy Blanchard is
working with Becca to develop goals and strategies for 2004.
3. Other: Becca will attend ?Boot Camp? on Foreign Trade Zone this weekend.
Six proposals have been received from possible consultants to assist with our
FTZ application. Biff Hadden is heavily involved with the BRAC consultant
contract, the Fort Benning residential communities project and the Infantry
Museum project. Biff reported that the residential communities initiative will
change 4,100 sets of family housing from government control to private
ownership. About 1,000 of these will be demolished and replaced with the rest
being refurbished. The Infantry Museum Project is moving along. On Tuesday,
twenty architectural firms which are interested in bidding on the project will
be visiting the city.

LEGAL ISSUES
1. Rob McKenna reported that the Victory Crossing Project is ready for
signatures and the documents have been re-dated.
2. The MBI Bond Issue has been paid and the execution of documents necessary to
terminate all of the Bond Documents was approved.
PROPERTY
1. Dayton Preston reported that problems still remain with dumping of trash on
10th Armored Division Road and Chattsworth Road. It will be necessary to post
signs advising people about the law. It would probably be helpful if offenders
had to appear in Environmental Court.
2. Individuals from DOT will be in town today. Everything is progressing with
Eastern Connector and no problems have arisen. Discussion will take place
regarding the failed wetlands on Fall Line Business Centr?. The contract for
new settling ponds is being let.
OTHER ISSUES
Ed Sprouse will need to be consulted about status of rezoning part of FLBC.
There being no further business to come before the Authority and upon motion
made by Dick Ellis and seconded by Fernando Verdree and unanimously adopted,
the meeting was adjourned.
