SUBJECT: Green Island Drive - Permanent Street Closure



INITIATED BY: Engineering







Recommendation: Approve the permanent street closure and disposal of

Green Island Drive beginning at a newly constructed cul-de-sac at Gaines Creek

Road northeasterly to the west right-of-way of River Road



Background: Columbus Regional Senior Living, Inc., is in the process of

developing a Continuing Care Retirement Community on 40 acres of property

between River Road and Green Island Drive. The project is scheduled to have

196 Apartment Homes and Garden Villas

The total cost of construction will exceed $54 million and when fully occupied

will have an annual operation budget in excess of $10 million. The facility

will employ nearly 200 full and part-time staff members.

During the planning and development phase of the project, a request was made by

the Developer to the close off Green Island Drive from the entrance of Gaines

Creek to River Road. A number of Public Meetings were held with the Home

Owners Association of Gaines Creek and the adjacent property owners.

An agreement has been reached that satisfies the Gaines Creek Homeowners

Association, adjacent property owners and City Staff. A Resolution authorizing

the disposal of this street segment will be on the Council Agenda with the 2nd

reading of this ordinance.



Analysis: An agreement has been reached that satisfies the Gaines Creek

Homeowners Association, adjacent property owners and City. As part of this

process, Green Island Drive will be cul-de-saced at Gaines Creek Road.



Financial Considerations: The value of this street and right-of-way will be

quit claimed to the developer.



Legal Considerations: The closure of Green Island Drive and the disposal of the

street and right-of-way requires Council approval.



Recommendations/ Actions: Council is requested to approve the attached

ordinance for the permanent street closure and disposal of Green Island Drive

beginning at a newly constructed cul-de-sac at Gaines Creek Road northeasterly

to the west right-of-way of River Road.
