RESOLUTION AUTHORIZING EXECUTION OF
FEDERAL AVIATION ADMINISTRATION GRANT
AIRPORT IMPROVEMENT PROGRAM (AIP)

A Resolution authorizing, approving and ratifying the execution of a
Grant Agreement by and among United States of America, acting through the
Federal Aviation Administration (hereinafter called "FAA"), the Columbus
Airport Commission and Columbus, Georgia, a Consolidated Government.
WHEREAS, the need has risen for the Columbus Airport Commission to
undertake several rehabilitation projects at the Columbus Metropolitan Airport,
to wit:
1. Conduct a new airport master plan study;
2. Design a new airport aircraft rescue and firefighting building;
3. Acquire a new aircraft rescue and firefighting vehicle;
4. Design improvement for the runway safety area for runway 6/24;
5. Make certain security enhancements required by the Transportation
Safety Administration; and
6. Design the realignment of the taxiway serving runway 6/24.
All of the above projects are hereinafter collectively called the
?Projects?.
WHEREAS, the Columbus Airport Commission has requested partial funding
for the Projects from the FAA; and
WHEREAS, by Grant Agreement dated August 10, 2004, a copy of which is
attached hereto as Exhibit "A", the FAA has offered the sum of $1,453,500 or
95% of the cost of the Projects; and
WHEREAS, the State of Georgia has obligated itself to pay the sum of
$38,250 or 2.5% of the cost of the Projects; and
WHEREAS, the Columbus Airport Commission has expressed to this Council
its intention to obligate its own funds to pay the remaining $38,250 or 2.5% of
the amount necessary for the completion of said Projects; and
WHEREAS, Columbus, Georgia, a Consolidated Government, is co-sponsor
with the Columbus Airport Commission for all FAA grants and the execution of
such Grant Agreement by
Columbus, Georgia, is necessary for the Columbus Airport Commission to receive
the funding anticipated from the FAA; and
WHEREAS, the Columbus Airport Commission, by resolution has formally
agreed to accept the offer of such grant from the FAA and caused the Grant
Agreement to be executed by its duly authorized officers; and
WHEREAS, Columbus, Georgia, deems it in the best interest of Columbus,
Georgia, and the Columbus Airport Commission to accept the FAA's offer of
funding; and
WHEREAS, said Grant Agreement must be accepted and executed by
Columbus, Georgia, and the Columbus Airport Commission and returned to the FAA
on or before August 25, 2004.
NOW, THEREFORE, be it resolved by the Council of Columbus, Georgia, and
it is hereby resolved:
1.That Columbus, Georgia, a Consolidated Government, hereby authorizes
the acceptance of the offer of a grant proposed by the FAA and hereby
authorizes, approves and ratifies the execution of the Grant Agreement among
the FAA and the Columbus Airport Commission and Columbus, Georgia, a
Consolidated Government, as co-sponsors of the Columbus Metropolitan Airport,
in the form attached hereto as Exhibit "A" and made a part hereof by this
specific reference; and
2. That the execution of the original and five copies of the Grant
Agreement referred to hereinabove, on behalf of said Columbus, Georgia, a
Consolidated Government, by the Honorable Robert S. Poydasheff, as Mayor, and
the Honorable Tiny B. Washington, as Clerk, and the impression of the official
seal of Columbus, Georgia, a Consolidated Government, is hereby authorized,
adopted, approved, accepted and ratified.
This resolution is introduced and read at a regular meeting of the
Council of Columbus, Georgia, held on the ___ day of ______________, 2004, and
adopted at said meeting by the affirmative vote of_______ members of said
Council.

EXPLANATION OF RESOLUTION
The Columbus Airport Commission (the ?Commission?) has determined to
undertake a number of Projects necessary to the continued maintenance and
improvement of the Columbus Metropolitan Airport. As is customary, the
Commission has applied to the Federal Aviation Administration for grant monies
to fund the Projects. The FAA has offered $1,453,500 to aid the Commission.
This amount represent ninety-five percent (95%) of the projected costs for the
Projects in question.
In addition to the FAA funding, the Columbus Airport Commission will
receive additional funding from the State of Georgia in the amount of $38,250
or 2.5% of the cost of the Projects, leaving the Commission?s portion of the
Projects cost at $38,250. Actually, of this amount, the Commission will only
need to obligate $15,750 of its funds since approximately $22,500 will be
collected through passenger facility charges collected from travelers using the
Columbus Metropolitan Airport.
As the Councilors are aware, because of its taxing authority, Columbus,
Georgia, is a co-sponsor of the Columbus Metropolitan Airport along with the
Commission. Due to the August 25, 2004 acceptance date and considering that the
Council has a work session scheduled for August 24, 2004, the matter needs to
be considered on the August 17, 2004, agenda.
Normally, the Commission includes a signed copy of the Grant Agreement
as part of its request; however, the Commission will be holding a special
meeting to adopt this Grant Agreement on Friday, August 13, 2004, the day after
this Resolution packet is delivered to the City Attorney. Confirmation of the
Commission?s actions will be delivered to the City Attorney prior to Council?s
meeting on August 17, 2004.
EXPLANATION OF PROJECTS
The grant agreement in question covers a number of different projects
being undertaken at the Columbus Metropolitan Airport. The projects will be
briefly described in the order they appear in the Council?s Resolution
submitted herewith.
1. Conduct airport master plan study. Each commercial airport is
required to maintain a twenty (20) year master plan which shows potential
improvements and changes to the airport over the time period described in the
master plan. It is customary that these plans be updated more frequently than
every twenty (20) years and the Commission feels the need to update its current
plan, which was adopted in April, 1994.
2. Design new airport aircraft rescue and firefighting building,. The
old aircraft rescue and firefighting building is quite old and was constructed
for a male only crew. Additionally, this building actually sits in the site
line from the control tower to one of the taxiways leading from the general
aviation area of the airport to the runways. The demolition of this building
and erection of a new facility will improve safety of the airport by increasing
the field of vision of the tower operators. Additionally, facilities will be
constructed so as to accommodate male and female employees. The funding for the
project is for design only. Additional grant monies will be sought for actual
construction.
3. Acquire aircraft rescue and firefighting vehicle. The current
aircraft rescue and firefighting vehicle was acquired in 1994. Since the
technological changes have made it obsolete. A new vehicle is needed.
4. Design improvements to runway safety area for runway 6/24. Certain
enhancements need to be made for safety purposes to the main runway which
carries commercial air traffic. The portion of this grant allocable to
improving runway safety for runway 6/24 is actually for design only. A
subsequent request for a grant will be made for construction of the
improvements themselves.
5. Security Enhancements. The Transportation Safety Administration,
the federal agency created after the 9/11 disaster, has requested certain
security enhancements at the Columbus Metropolitan Airport., These
enhancements will be funded with grant monies.
6. Construct taxiway for runway 6/24. This project relates to the
runway safety improvements listed above. As many of you may know, the taxiway
that serves the main commercial air traffic runway has a dogleg configuration.
This configuration has occurred over the years because of the changes to the
length of the main runway, as well changes in the FAA?s policies regarding the
distance to be maintained between a runway and a taxiway. A portion of this
grant is to fund the design of a new taxiway which will conform to present FAA
regulations concerning the distance of taxiways from runways. Again, the actual
construction grant will follow.
