AN ORDINANCE

An ordinance providing for the demolition of the structures located at

1336 24th Street, (Columbus Sign Co., owner), 5029 11th Avenue (Greenlee,

Catherine, Owner), and for demolition services for the Inspections and Code

Division in accordance with the attached Tabulation of Bid sheet.

WHEREAS, Section 8-81 through 8-90 of the Columbus Code specifies the procedure

and requirements for removal of buildings unsafe or unfit for human habitation;



WHEREAS, these provisions and requirements have been and are fully complied

with on the property listed below;



WHEREAS, administrative implementation instructions pertaining to this

Ordinance are on file in the Accounting Division, the Inspections and Code

Division, and the City Manager's Office;



WHEREAS, Bill Reaves of Reaves Wrecking Co., Inc. is the contractor for the

demolition of these structures: 1336 24th Street in the amount of $3,176.75

and 5029 11th Avenue in the amount of $5,856.60, all of which are listed on

the attached tabulation sheet in the total amount of $9,033.35;



WHEREAS, funds are budgeted in the FY02 Budget, Community Development Block

Grant-Neighborhood Redevelopment-Site Improvements.



NOW, THEREFORE, THE COUNCIL OF COLUMBUS, GEORGIA HEREBY ORDAINS:



SECTION 1.



After adoption and approval of this Ordinance and compliance with such required

procedures, including the notices and hearing set forth, the demolition of the

structures listed above, in accordance with Sections 8-81 through 8-90 of the

Columbus Code is hereby authorized.



SECTION 2.



After validation by signature of duly appointed officials, the City's Chief

Accountant shall cause the assessments to be entered in the Demolition Lien

Book located in the Office of the Clerk of Superior Court.

SECTION 3.



A copy of this Ordinance shall be mailed to each property owner immediately

after entry with a noted date, page, and line number of the Demolition Lien

Book.

SUBJECT: Bids for Demolition of Derelict Buildings by City Contract

Recommendation: Approve the cost of the demolition of two structures, as

priced by Reaves Wrecking

Company, Inc. A Status Report and Chronology is attached for each structure.



Background: Upon routine investigation, Housing Code Inspectors made

inspections of the properties, took photographs and wrote up the structures

according to the unsafe building ordinance (Section 8-81 - 8-90 of the Columbus

Code of Ordinances). Inspections and Code Enforcement Division notified the

owners of the hearings, held hearings, and then mailed notices to the owners,

giving them 45 days in which to demolish or to repair the structures.



Analysis: On these structures no work has been done. The structures are:

Columbus Sign Co., 1336 24th Street, Greenlee, 5029 11th Ave.



Alternatives: The only alternative to the City?s proceeding with the

demolition will be for the owners to complete the demolition of the structures

prior to approval by Council.



Financial Considerations: Demolitions under City contracts are funded by the

Community Development Block Grant Program (CDBG). The City has signed an

annual contract with Reaves Wrecking Company, Inc., to do all of the

demolitions for the City. Upon completion of the demolitions, the City will

pay Reaves with funds from CDBG and will file liens against the properties for

the cost of the demolitions. These liens will have to be repaid to the City

before the owners can sell the properties.



Legal Considerations: All precautions have been taken to assure that the

owners received proper notification of all actions by the City. The annual

contract between Reaves Wrecking Company, Inc., and the City outlines the

responsibility of Reaves in performing their work.



Recommendations/Actions: Approve the costs, as priced by Reaves, for the

demolition of the structures and the clearing of the lots of the debris.

At the time original inspection was made, structure was 40% - 100%

dilapidated. Owner has done nothing either to repair or demolish structure.



III: CHRONOLGY



10-3-01 Housing Code Inspector inspected the property, found the structure to

be dilapidated and weathered, made photographs of the property, and wrote up

"Inspector's Condemnation Report".



11-14-01 Notice of hearing to be held mailed to owner of record.



11-28-01 Hearing held. Forty-five day "Notice to Repair or Demolish" mailed to

owner.



1-11-02 Inspections revealed that no progress has been made, sprayed red D.



1-25-02 Letter mailed to owner that we were requesting asbestos survey, after

which we would get price from Reaves Wrecking and send to Council for approval

of demolition.



1-25-02 Requested asbestos survey from GLE Associates.



2-18-02 Received asbestos survey from GLE Associates.



2-20-02 Lisa Talley, Reaves Wrecking Company, Inc., priced the cost of

completing the demolition at $2,851.75 and GLE Associates priced the cost of

asbestos survey at $325.00 totaling $3,176.75.

weathered. Owner has done nothing either to repair or demolish structure.



III: CHRONOLOGY



8-17-01 Housing Code Inspector inspected property, found the structure to be

rotten, dilapidated and weathered, made photographs of the structure and wrote

up "Inspector's Condemnation Report".



10-10-01 Notice of hearing to be held mailed to owner of record.



10-24-01 Hearing held. Forty-five day "Notice to Repair of Demolish" mailed to

owner.



11-5-01 Ran legal ad in newspaper. (Unable to locate owner.)



12-12-01 Inspections revealed that no progress had been made. Sprayed red D.
