A RESOLUTION
No.
WHEREAS, House Resolution 1073 passed by the Georgia General Assembly proposes
to amend the Georgia Constitution so as to allow separate taxation of qualified
low income building projects subject to approval in a November, 2002
referendum;
WHEREAS, certain real property owned by Johnston Mill, L.P. and known as 3201
Columbus Avenue, Columbus, Georgia, described on the attached Exhibit "A" (the
"Property"), may qualify as a low income building project depending on
legislation passed by the Georgia General Assembly as a result of said
referendum;
WHEREAS, the Property has received a preliminary determination as a certified
historic structure from the Georgia Department of Natural Resources and a
preliminary certification of the proposed rehabilitation from the Georgia
Department of Natural Resources;
WHEREAS, the preliminary certification has been submitted to the Columbus,
Georgia Board of Tax Assessors to receive tax assessment as rehabilitated
historic property pursuant to O.C.G.A. Section 48-5-7.2;
WHEREAS, PRS Partners Holdings, LLC is the owner of property south of the
Property, and contiguous to the Chattahoochee River and to certain realty of
Georgia Power Company which is contiguous to the Chattahoochee River (the "PRS
Property") and desires to improve a 6.5 acre parcel with trails and amenities
for use as a park and donate the same to the consolidated government;
WHEREAS, Johnston Mill, L.P. seeks support of an extension of a tax assessment
for rehabilitated historic property as described on Exhibit A to the extent
that such an extension becomes authorized by law.
NOW, THEREFORE, THE COUNCIL OF COLUMBUS, GEORGIA HEREBY RESOLVES:
We hereby express our support for the Johnston Mill, L.P. project and our
support for the extension of any tax assessment authorized by O.C.G.A.
?48-5-7.2 for such project or treatment as a qualified low income building
project to the extent authorized by law.

Introduced at a regular meeting of the Council of Columbus, Georgia held on the
18th day of June, 2002, and adopted at said meeting by the affirmative vote of
