The term of office of Mr. Wallace Archie, Mr. James Brooks, Mr. Charles

Pattillo, Ms. Diane Quick and Lt. Julius Ross on the Taxicab Commission expired

on February 2, 2003. Mr. Brooks, Lt. Julius and Ms. Quick are eligible to

succeed themselves.



Mr. Archie and Mr. Pattillo and not eligible to succeed themselves, as

they will have served more than two consecutive full terms of office when their

current term of office expires.



The Commission is in the process of revising the Vehicle for Hire

ordinance, and pursuant to the adoption of Ordinance Number 02-116 (copy

attached), the Council may want to consider extending the term of Mr. Archie,

who serves as the Chairperson of this board.



Mr. Pattillo represents the Chamber of Commerce and we have written Mr.

Gaymon asking them for a representative for this Commission.



The Commission must consist of two (2) taxicab owners, one (1) taxicab

driver, one (1) representative selected by the Chamber of Commerce, one (1)

representative selected by the Chief of Police, one (1) representative from the

hotel/motel industry, and one (1) representative from the Airport.



We have attached a list of the current members on this board, as well as

our data sheet.

Charge/Mission

There is hereby created a Commission to be composed of nine (9) members

appointed by the Columbus Council and consisting of two (2) taxicab owners, one

(1) taxicab driver, one (1) representative selected by the Columbus Chamber of

Commerce, one selected by the Airport Commission, one selected from the

Hotel/Motel industry, two (2) at-large, one (1) representative selected by the

Chief of Police. The members of the commission shall serve for terms of four

(4) years and providing for extensions of the two (2) terms limit. The

commission shall ensure that taxicab drivers are properly educated as to

serving the public and shall ensure that drives are courteous to citizens, are

familiar with the territory of Columbus, Georgia, shall ensure that taxicab

company owners and drivers maintain cleanliness and safety of all taxicabs and

shall ensure that ordinance provisions including regulations governing taxicabs

fees and charges are followed by all taxicab company owners. The commission

will also hear appeals from denials or revocation of taxicab permits by the

Columbus Police Department. (Columbus Code Sec. 21-14) and Ord. No. 99-23

amending Section of 21-14 of the Columbus Code.

CREATED BY: Ordinance No. 96-99, adopted October 8, 1996, as codified in Sec.

21-14 of the Col. Code.



CHARTER REFERENCE: No reference to this specific board, but see Sect 4-103,

General Provisions concerning Boards, Commissions, and Authorities.



COMPOSTION OF BOARD: This board shall consist of seven (7) members appointed

by the Columbus Council and consisting of two (2) taxicab owners, one (1)

taxicab driver, one (1) representative selected by the Columbus Chamber of

Commerce, one (1) selected by the Airport Commission, one (1) selected from the

Hotel/Motel Industry and one (1) representative selected by the Chief of

Police. (Ordinance No 99-23 amending Section 21-14 of the Columbus Code).



QUALIFICATIONS OF MEMBERS: Must be residents of Columbus, GA



MEMBERS APPOINTED BY: The Columbus Council (Cols. Code, Sec 21-14)



TERMS OF OFFICE: The members of the Commission shall serve for terms of four

(4) years and shall be eligible to serve two (2) consecutive full terms;

provided, however, the Columbus Council may allow an extension of two

additional full terms for members of this commission. (Cols. Code, Sec 21-14)



POWERS, DUTIES AND RESPONSIBILITIES: The Commission shall ensure that taxicab

drivers are properly educated as to serving the public and shall ensure that

drivers are courteous to citizens, are familiar with the territory of Columbus,

Georgia, shall ensure that taxicab company owners and drivers maintain

cleanliness and safety of all taxicabs and shall ensure that ordinance

provisions including regulations governing taxicab fees and charges are

followed by all taxicab drivers and taxicab company owners. The Commission

will also hear appeals from denials and revocations of taxicab permits by the

Columbus Police Department (Cols. Code, Sec.21-14)



COMPENSATION: Members are not compensated.
