COUNCIL BRIEFING



Meeting

February 11, 2003



Members Present: Mayor Pro Tem John J. Rodgers and Councilors R. Gary Allen,

Glenn Davis, Berry Henderson, Julius Hunter, Jr., Charles E. McDaniel, Jr.,

Nathan Suber and Evelyn Turner Pugh. Also present were Mayor Robert S.

Poydasheff, City Manager Carmen Cavezza, City Attorney Clifton Fay and Finance

Director Kay Love.



Members Absent: Councilors Wayne Anthony and Evelyn Woodson were absent.





Mayor Pro Tem Rodgers called the meeting to order at 8:45 a.m. in the Council

Chambers Conference Room, Plaza Level, Government Center.



Council Retreat:

City Manager Cavezza reminded members of council that the Council Retreat would

be on February 13 and 14, 2003. He said that a continental breakfast would be

held at 8:30 a.m. and the kick-off at 9:00 a.m.



Property on Baldwin Street:

City Manager Cavezza advised that there is an item that is not on the agenda,

which involves some property. He said Habitat for Humanity is doing a housing

blitz and would like to use the two lots that we have on Baldwin Street in

exchange for two parcels of property on Riverside Drive that the city would

obtain for future use.



One-Way Traffic on 18th Avenue:

City Manager Cavezza said that everyone has heard about the recommended one-way

traffic for 18th Avenue. He said that has been put off and we would be

revisiting that situation.



Recorder?s Court:

City Manager Cavezza explained that Recorder?s Court is being run out of the

City Manager?s Office and we have a lot of problems in that area. He said the

Sheriff?s Department formerly was in charge of Recorder?s Court; the Superior

Court has expressed an interest in overseeing it, but he would like to put it

under the supervision of the Sheriff?s Department. He said he would have to

bring it back formally for the Council?s approval. Mayor Poydasheff said that

he agrees with this concept, because he has spoken to a number of attorneys,

who also felt that this would be a lot more effective and efficient.



Energy Performance Contracting Services:

City Manager Cavezza briefly explained that listed on the City Manager?s Agenda

under purchasing authorization, there is a resolution for energy performance

contracting services. He advised through this service, the company comes in

and replace the equipment, and we pay through the savings in energy. He said

that this is becoming a popular program. He pointed out the equipment that we

have in this building is antiquated, and the air conditioning unit could shut

down at any time.



Justice Department:

City Manager Cavezza advised that the Justice Department would be arriving on

March 17th for the entire week checking out the jail.



Black History Breakfast:

City Manager Cavezza reminded everyone that on February 17, 2003, there would

be the Black History Breakfast, at 7:30 a.m. He said we would also be having a

community soldier rally at 2:00 p.m. on that same day.
