Subject Drainage Problem - 1043 Woodburn Drive



Description Councilor Suber called me yesterday ( 04-13-05) concerning a

service request from Mrs. Kathryn Chisom of 1043 Woodburn Drive for a drainage

ditch that has standing water and our response to getting the ditch cleaned.

The issue at hand is weather the ditch is a storm ditch that is used for city

water or weather this ditch is a run off ditch which does not carry city

Response 04-15-05 Mr. Harvey Milner contacted Ms. Chisom on 04-14-05 at her

resident concerning the drainage problem in her back yard. Ms. Chisom was

explained that the ditch behind her resident is one which the city does not

maintain because the ditch provide service only to those property that abuts

the ditch, commonly called "run off ditches". She now understands the policy

and is excepting of that policy. We explained that the technician who

responded to the request initially should have made known the policy and the

Correctional Officer who began to clean the ditch should not have begun the

process. The officer made an error by going onto the property where we did not

have an easement.



Greater emphasis has been made to have all personnel responding to drainage

problems understand and follow established policies to reduce customers

confusion and dissatisfaction.
