SUBJECT: Temporary street closure for Riverside Office Building
INITIATED BY: Department of Engineering
Recommendation: Recommend approving the attached Resolution authorizing a
temporary street closing and rerouting of thru traffic to accommodate the
construction of Riverside Office Building and Parking Deck. Approve an
attached traffic Ordinance enacting an eight (8) hour parking time limit along
Front Avenue.
Background: The W.C. Bradley Company is developing a new Riverside Office
Building to be located along Bay Avenue between 11th Street and 12th Street.
This project will realign Bay Avenue west around the new building site and
align again in front of the Columbus River Club. The first phase of this
project will construct a new parking garage between Bay Avenue and Front Avenue
south of 12th Street.
The project has a planned completion timeframe of March 2004. To accommodate
this construction, it will be necessary to close a portion of Bay Avenue and
12th Street plus reroute thru traffic along 11th Street and Front Avenue.
Access will be maintained during construction to the Columbus River Club. The
proposed closure is within these limits:
? Bay Avenue From 11th Street north to 12th Street.
? 12th Street From Bay Avenue east to Front Avenue.
Analysis: Since this is an 18 month closure, our practice is to request
Council?s approval to allow street closure during the project construction
period. To assist in offsetting some of the Bay Avenue on-street/off-street
parking losses, we proposed leasing 50 parking spaces along Front Avenue to the
Bradley Company during the construction period.
A parking ordinance is also included for the purpose of providing eight (8)
hour parking along the east and west curb of Front Avenue from 10th Street
north to 13th Street during the construction period. This ordinance will be
repealed when the project is completed to return to the existing four (4) hour
and twelve (12) hour time limits that are in place today.
Alternatives: The streets and parking time limits can remain the same; but,
would prevent this project from proceeding.
Financial Considerations: The City will have approximately $500 in traffic
signs for this project.
Legal Considerations: This action requires Council approval.
Recommendations/Actions: Approve the attached Resolution and Ordinance to
accommodate the proposed construction of the Riverside Office Building and
Parking Garage.

FROM 11TH STREET TO 12TH STREET AND 12TH STREET FROM BAY AVENUE TO FRONT AVENUE
TO THRU TRAFFIC AND REROUTE TRAFFIC TO ACCOMMODATE THE CONSTRUCTION OF THE
RIVERSIDE OFFICE BUILDING AND PARKING GARAGE FOR A PERIOD OF TIME ESTIMATED TO
BE EIGHTEEN MONTHS; AUTHORIZING THE CITY TO LEASE 50 PARKING SPACES ALONG THE
WEST CURB OF FRONT AVENUE BETWEEN 11TH STREET AND 13TH STREET TO THE W.C.
BRADLEY COMPANY.
WHEREAS, W.C. Bradley Company is developing a new Riverside Office Building to
be located along Bay Avenue between 11th Street and the Columbus River Club;
and,
WHEREAS, a new Parking Garage will be constructed between Bay Avenue and Front
Avenue south of 12th Street; and,
WHEREAS, this project proposes to realign Bay Avenue to the west around the new
office building and tie back into the existing alignment of Bay Avenue in front
of the Columbus River Club; and,
WHEREAS, Bay Avenue from 11th Street to 12th Street and 12th Street from Bay
Avenue to Front Avenue will be closed to thru traffic and be within the project
construction limits; and,
WHEREAS, this project will construct a new street alignment of Bay Avenue which
will be deeded to the City; and,
WHEREAS, the developer requests to lease 50 parking spaces along the west curb
of Front Avenue to offset loss of parking along Bay Avenue.
NOW, THEREFORE, THE COUNCIL OF COLUMBUS, GEORGIA HEREBY RESOLVES:
THAT THE TRAFFIC ENGINEER IS HEREBY AUTHORIZED TO TEMPORARILY CLOSE BAY AVENUE
FROM 11TH STREET TO 12TH STREET AND 12TH STREET FROM BAY AVENUE TO FRONT AVENUE
TO THRU TRAFFIC AND REROUTE TRAFFIC TO ACCOMMODATE THE CONSTRUCTION OF THE
RIVERSIDE OFFICE BUILDING AND PARKING GARAGE FOR A PERIOD OF TIME ESTIMATED TO
BE EIGHTEEN MONTHS; THE CITY IS AUTHORIZED TO LEASE 50 PARKING SPACES ALONG THE
WEST CURB OF FRONT AVENUE BETWEEN 11TH STREET AND 13TH STREET TO THE W.C.
