A meeting of the Board of Historic and Architectural Review was held on Monday,

February 11, 2002, at 3:30 p.m. in the Council Chambers, Plaza Level of the

Government Center.

CALL TO ORDER



The meeting was called to order by Chairman John Sheftall. Charlotte Frazier

made a motion to approve the January 14, 2002. Saundra Green seconded the

motion. The motion passed.





REVIEW OF APPLICATIONS





HD0112-04; Located 620 1st Avenue.



Delois Rayford, applicant



Case was presented by Frank Rayford. The request was to add a stairway to the

second level, add deck and handicap ramp. The Board reviewed and discussed the

application. Teresa Tomlinson made a motion to deny the application due to the

fact that the proposed staircase, deck and handicap ram is inappropriately

designed for this structure. The Board also expressed concerns over the new

door/windows on the rear of the structure. The staircase, deck, ramp and

changes to the rear of the structure (door and windows) will have to be removed

and returned to its original state within sixty(60) days. Phillip Ford

seconded the motion. The motion passed.

HD0201-05; Located 2020 Brookside Drive.



Sandwood Plaza, LLC, applicant



Case was presented by Charles Harris. The request was to add a second floor to

existing core of the house, add stucco finish to the exterior of house, add new

doors to the front of the house, add new windows to exterior, and add new roof

to the entire house. The Board reviewed and discussed the application. The

Board?s discussion focused on the fact that this house is a California Ranch

style house which is unique to Columbus. The property?s landscape is also of

design significance as noted in the National Register Nomination Application.

Charlotte Frazier made a motion to deny the application because the proposed

changes to the property were not appropriate for or sensitive to the

architectural significance of the structure or to the significance of the

landscape design of the property. Richard Coss seconded the motion. The

motion passed.





HD0202-01; Located Linwood Cemetery.



Historic Linwood Foundation, applicant



Case was presented by Linda Kennedy. The request was to install 4? pipe at the

corners of lots. The purpose of the pipes is to prevent damages to the brick

walls that surround respective plats. The Board reviewed and discussed the

application. Charlotte Frazier made a motion to approve the application with

4? metal pipes at the corners of lots with brick walls as presented. Phillip

Ford seconded the motion. The motion passed.





HD0202-02; Located 738 Broadway.

No one was at the meeting to present this request.





HD0202-03; Located 2217 18th Avenue.



Richard Fryer, applicant



Case was presented by Richard Fryer. The request was to install a new front

door made of solid fir wood with larger windows, and to add shutters to the

front windows of the house. The Board reviewed and discussed the application.

Charlotte Frazier made a motion to approve the application for the replacement

of the existing front door and the installation of shutters to include the

windows on the South facade of the structure as presented. Saundra Green

seconded the motion. The motion passed.

HD0202-04; Located 222 5th Street.



Fourth Street Baptist Church, applicant



Case was presented by Franklin Douglas. The request was to add a sign with

metal case surrounding, glass display box on both sides with lighting

capability. The Board reviewed and discussed the application. Charlotte

Frazier made a motion to approve the application for the installation of a new

marquee sign as presented. Saundra Green seconded the motion. The motion

passed.





HD0202-05; Located 2529 15th Street.



Shirley Clark, applicant



Case was presented by Shirley Clark. The request was to construct a one story

addition in back to provide downstairs bedroom, bath and laundry room. The

Board reviewed and discussed the application. Sia Etemadi made a motion to

approve the application with the construction of a one story addition onto the

rear of the structure as presented with the requirement that the width of the

addition not exceed 31?. Richard Coss seconded the motion. The motion passed.





HD0202-06; Located 1435 18th Avenue.



Jeffrey Johnson, applicant



Case was presented by Jeffrey Johnson. The request was to remove the two

strips of concrete for the driveway and pour a solid driveway and parking pad,

add a privacy fence, add brick columns, and black metal to tie fence into the

house. The Board reviewed and discussed the application. Teresa Tomlinson

made a motion to approve the application with the addition of a wooden privacy

fence, the construction of two(2) brick columns, and the installation of black

metal fence/gate at the front of the structure and parking pad as presented.

The motion is also for the re-pouring of the driveway from the house to the

street. The new driveway may be 8? wide but must remain in two(2) strips or

ribbons as the original driveway. John Gower seconded the motion. The motion

passed





HD0202-07; Located 802 Broadway.



Tom & Carolyn Gates, applicants



Case was presented by Tom Gates. The request was to add three dormers on the

North and East sides and capitals over windows. The Board reviewed and

discussed the application. Teresa Tomlinson made motion to approve the

application to add three(3) dormers and the addition of capitals over the

windows as presented. Charlotte Frazier seconded the motion. The motion passed.

HD0202-08; Located 887 Peachtree Drive.



Mr.& Mrs. Thomas Adams, applicants



Case was presented by Will Barnes. The request was to add an arbor at an

existing rear patio. The Board reviewed and discussed the application.

Charlotte Frazier made a motion to approve the application for the construction

of an arbor as presented. Richard Coss seconded the motion. The motion passed.





OLD BUSINESS



Stationary Design -

Ed Burdeshaw presented a design draft for BHAR stationary. The Board reviewed

and discussed the draft. John Sheftall will present a final version for the

Board?s approval.





NEW BUSINESS



Demolition by Neglect ?

1338 Broadway (Fire Station). The Board discussed the condition of the roof of

this property. Teresa Tomlinson made a motion to approve 1338 Broadway for

?Demolition By Neglect.? Saundra Green seconded the motion. The motion passed.
