PLANNING ADVISORY COMMISSION MEETING



April 3, 2003



A meeting of the Planning Advisory Commission was held Thursday, April 3, 2003

in the Council Chambers on the Plaza Level of the Government Center.



Commissioners Present: Chairperson Brad Dodds, Shep Mullin, Berry Henderson,

Sharon Jamison and Mike Corradino



Staff Members: Will Johnson, Zoning Administrator, and Tina Trant, Recorder.



Commissioners Absent: Karl Douglass, Bob Crane, Derrick Shields and Rick

McKnight.



Others Present: Greg Clark



I. CALL TO ORDER: Chairperson Dodds called the meeting to order at

10:15 a.m.



II. APPROVAL OF MINUTES: Chairperson Dodds asked for a motion for the

March 19, 2003 minutes to be accepted. Commissioner Henderson made a motion to

accept the minutes with one change. Commissioner Jamison seconded the motion.

The minutes were approved unanimously. Chairperson Dodds explained the

rezoning process to the audience. He stated that Commissioner Mullin would be

voting in place of Commissioner McKnight.



REZONING CASE



ZC0303-1: A request to rezone the property located at 4831 13th Avenue. The

current zoning is C-3(General Commercial) District. The proposed zoning is R-3

(Medium Density Residential) District. The property is to be used for single

family residential.



Columbus Housing Initiative, Applicant



Mr. Will Johnson presented the Finding of Facts. This case is not consistent

with the Comprehensive Plan for Planning District 5, which shows Low Density

Residential. Policy statements were not addressed. It is compatible with

existing land uses. It is served by public water, sanitary sewer and all City

services. The property does not lie within a studied flood plain or floodway

area. The Engineering Department will need to approve a drainage plan prior to

issuance of a Site Development permit. It does not constitute spot zoning. It

will not have a negative impact on the transportation network. It must meet

the codes and regulations of the City of Columbus Consolidated Government for

residential usage. No special conditions are needed. There were no comments

from adjoining property owners. This is in the Beallwood area where we are

looking favorably upon groups coming in and rezoning property from C-3 back to

R-3.



Mr. Greg Clark, representing the Columbus Housing Initiative, came to the

podium. He stated that they are working with the current property owner, Jacob

Williams, who is living in this house now. They are also working with the

Community Reinvestment Department within the City of Columbus. This house is

not suitable for rehabilitation because of its current state. The house is

targeted to be demolished and a new single family residence would be

constructed in its place. This is part of the Beallwood Redevelopment Plan.



After a brief discussion, Chairman Dodds opened up the floor for a motion.

Commissioner Henderson made a motion for approval based on the fact that

although it is not consistent with the Comprehensive Plan, it is compatible

with existing land uses. Commissioner Jamison seconded the motion. It was

approved unanimously.
